ext 101 The Naval Sea Systems Command (NAVSEA), like industry, is
looking for ways to reduce infrastructure and generate savings through
improvement in our current business processes and practices. As part
of this effort, we are exploring a new business approach in acquiring
support services requirements. The impending move by NAVSEA to the
Washington Navy Yard in 2001 also requires us to re-examine our current
practices and business processes in acquiring support services. Our
goal is not just to maintain the quality of services currently provided
but realize cost efficiencies and improve the way in which support
services are acquired. To accomplish these objectives, NAVSEA is
exploring alternative methods of obtaining contract support services
including engineer9ing and program management related tasks. One avenue
under consideration is an expanded use of GSA Federal Supply Schedules.
This approach appears to provide the opportunity to reduce the time and
cost associated with the pre-award phase of traditional contracting
methods. Another alternative under consideration is developing NAVSEA
indefinite delivery, indefinite quantity multiple award schedules. It
is envisioned that this effort would encompass functional requirements
such as program management, engineering, logistics, and financial
services in which there would be qualified vendors to compete for task
orders. A combination of these alternatives is also being considered.
This change in NAVSEA's business approach of acquiring support
services is not intended to preclude participation by existing support
contractors and subcontractors, nor is it intended to reduce the
opportunity for small and small disadvantaged businesses. However, as
this represents a change in the way NAVSEA will acquire support
services in the future, I would value your ideas and insights on any of
these approaches. Additional thoughts or other recommendations to
improve the process of acquiring support services would also be
welcomed for consideration as we develop our new business approach in
this area. I would appreciate hearing from you within the next thirty
days. After we have had an opportunity to consider your input, I plan
to schedule an industry forum to further explore these concepts. Posted
