PRIVATIZATION UNDER 10 USC 2688, UTILITY SYSTEMS: CONVEYANCE AUTHORITY AT HANSCOM AIR FORCE BASE AND OFF-SITE FACILITIES, MASSACHUSETTS. SOL: N/A, DUE: 061599 POTENTIAL SOURCES SOUGHT PURPOSE: The Air Force seeks to identify responsible potential sources and obtain information in regards to privatization of utility systems in accordance with 10 USC 2688, "Utility Systems: Conveyance Authority". The Commander of Hanscom Air Force Base is seeking interest and information specifically for the potential privatization of the potable water, wastewater, steam and chilled water, natural gas, and electrical utility systems at Hanscom Air Force Base, Sagamore Hill Observation Site, Ipswich Antenna Test Facility, Fourth Cliff Family Recreation Area, and Sudbury Geophysics Site, Massachusetts. OBJECTIVE: Should privatization result, the ownership of Hanscom AFB and the off-site facilities' potable water, wastewater, steam and chilled water, natural gas, and electrical utility systems, operation and maintenance andobligation to continue to provide utility service for an indefinite and ongoing period will transfer to a utility service provider. All responsibility for maintaining reliable utility service, including such items as environmental compliance, maintenance costs, major system renovations, construction, equipment, manpower and overhead costs will become the utility service provider's responsibility. It is intended that the privatization will ultimately reduce the Air Force's life-cycle costs for operating and maintaining utility systems and services. SYSTEM DESCRIPTIONS: The following information provided is only an estimate and is subject to change. Hanscom AFB: Water Water service is provided to Hanscom AFB by the Town of Lexington which provides 95 percent of the water supply through two mains. The remaining 5 percent of the water supply is provided by the town of Bedford which feeds a trailer park and family camp area. Both towns obtain water from the Massachusetts Water Resources Authority (MWRA). The basedistribution system consists of approximately 20 miles of main piping. That includes PVC, ductile iron, and asbestos cement pipe. One water storage tank provides a capacity of 1,000,000 gallons. Sanitary Sewer Sanitary sewage is disposed to the town of Bedford that is served by the MWRA sewage system. The sanitary sewer system consists of approximately 21 miles of collection piping that is mostly vitrified clay pipe. The sewage collection system includes a lift station with a capacity of 1,000 gpm and 1,500 gpm pump station discharging to the town of Bedford sewage collection system. Natural Gas The natural gas service is provided by the Boston Gas Company through an 8-inch high pressure main. Natural gas demand is approximately 140 million cubic feet annually. The natural gas distribution system consists of approximately 8 miles of distribution piping. There are approximately 2 miles of steel pipe and 6 miles of PE pipe. Electrical Power is provided by Boston Edison through Boston Edison's substation 319. The electrical distribution system includes approximately 5 miles of high-voltage overhead, 17.5 miles of high-voltage underground, 5 miles of low-voltage overhead, 25 miles of low-voltage underground, 4 substation 3.7 MVA transformers, 3 high-voltage switching stations, 90 high-voltage pad mount transformers, 62 high-voltage pole mount transformers, and 725 outdoor lights. Steam and Chilled Water The central plant provides steam to approximately 200 facilities through approximately 7.5 miles of steam lines. Chilled water is supplied to over 40 facilities through approximately 3,400 feet of chilled water lines. Steam supply, condensate return, chilled water supply, and chilled water return piping are mostly located in underground utility corridors. The steam and chilled water plant has four 43,000 pound/hour boilers, two 1,000-ton electric chillers, one 750-ton natural gas engine driven chiller, and a 1,000-ton plate and frame heat exchanger for free cooling. Off-Site Facilities: Sagamore Hill Observation Site, Hamilton, Massachusetts: Water Supply City water is supplied from a city main to a meter located at the main building. The water serves approximately nine persons at the facility. Sanitary Sewer Sanitary sewage is disposed in two septic tank/drain field systems, one servicing each building at the facility. Electrical Electrical is provided to the site by approximately 0.22 miles of underground 4160 V distribution and a 75 kVA pad mount distribution transformer. Ipswich Antenna Test Facility, Ipswich, Massachusetts: Water Water is supplied from the city main. The onsite water system includes a branch line to a hydrant, a branch line to an interior sprinkler system, and lines to the water meter at the main building. Sanitary System Sanitary sewage is disposed in an onsite septic system. Electrical Electric power is supplied to the site from a pole just outside the front gate. At this pole there is primary metering for the site and the underground get away for the primary underground feed to the site. On site there is approximately 0.3 miles of underground primary circuits and three pad mounted distribution transformers. Fourth Cliff Family Recreation Area, Fourth Cliff, Massachusetts: Water City water is supplied from a city main through approximately 1,500 feet of distribution piping providing water to approximately 20 recreational houses and facilities. Sanitary Sewer Sanitary sewage is disposed onsite in two septic tank and leach field systems. Electrical On site there is approximately 0.5 miles of single phase overhead distribution circuit and four 25 kVA single phase pole top transformers. Lighting is provided on site by 15 pole mounted light fixtures. Sudbury Geophysics Site, Sudbury, Massachusetts: Water Nonpotable Water is provided by an onsite well; drinking water is provided by bottled water service. Sanitary Sewage Sanitary sewage is disposed in an onsite septic tank/leach field system. Electrical At the site there exists approximately 75 yards of single phase overhead primary distribution circuit, onethree phase bank of pole mounted transformers and one single phase transformer bank. PROCEDURES: This request to interested parties is for gathering information and is a required component of a systematic process to evaluate the interested parties under the Air Force's utilities privatization program. In order to minimize costs both to potentially interested parties and the government, this notice is being issued to determine the interest and feasibility of proceeding with a formal request for proposals. Should insufficient credible interest be identified for a privatization action, it is highly likely that no formal solicitation will be issued. SHOULD INTEREST BE DETERMINED SUFFICIENT, A FORMAL REQUEST FOR PROPOSALS MAY BE FORTHCOMING. REQUESTED RESPONSE: Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length). The statement should include as a minimum the following criteria: (1) specific utility system(s) of interest and desired bundling/grouping of utilities to purchase; (2) capability and experience in ownership, operation and maintenance of similar utility systems; (3) financial capacity to purchase, expand and operate the utility systems; (4) statement detailing the understanding of the obligation to serve in regards to continuous utility service; (5) conceptual rate plan (excluding numerical analysis or proposed rates), i.e. will charges for utility service be made from existing rates or from rates developed specifically for service at the individual base(s); (6) ideas regarding conjunctive metering and billing for service on base (excluding numerical analysis or proposed rates); (7) discussion of your conceptual basis (excluding numerical analysis or proposed price) for a proposed purchase price (capitalized earnings value, replacement cost new less depreciation, original cost less depreciation, or other); (8) statement detailing your understanding of applicable state and local utility laws and your compliance capability; (9) statement detailing your understanding of any existing franchises and your ability to provide service given these conditions; (10) statement detailing your understanding of federal, territorial, and local environmental laws and regulations and familiarity and experience with environmental compliance procedures and regulations for Massachusetts and the U. S. Environmental Protection Agency; and (11) business size (large, small, small-disadvantaged; 8(a); women-owned). Elaborate proposals or pricing information is neither required nor desired. Under no circumstances will cost data for the existing systems be provided. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. If a site visit and the provision of additional data are later determined necessary, notification will be provided by way of an amendment to this announcement. It should be noted that the RFIs for different Air Force Bases and utility systems may be issued in the same time frame. A separate response to each RFI is required.
