Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) at Gaithersburg, MD has a requirement
for banquet and sleeping room space for workshop attendees arriving
September 25, 1999 and departing October 9, 1999. This requirement is
in support of the Standards in Trade Workshop to be conducted by the
NIST, Global Standards Program (GSP), Office of Standards Services
(OSS). Participants in the workshop are delegates from several foreign
countries, have very limited English speaking capability and are
inexperienced in the cultural and social genre of the United States.
The location site shall be in the close proximity of the NIST campus
and be in view of and within convenient and easy walking distance from
restaurants and a highly diversified shopping facility. It is most
important to the Mission of the Department of Commerce (DOC) and NIST
to ensure the participants experience a cooperative, non-threatening
and enlightening environment during their stay. The lodging facility
shall provide, but not limited to the standard amenities such as hair
dryer, television, ironing board and iron, on-site fitness center,
indoor swimming pool and complimentary shuttle service. The Contract
Line Item Numbers (CLIN), quantities and unit issue are as follows:
CLIN 0001, Approximately twenty four (24) single sleeping rooms from
September 25 through October 8, 1999. CLIN 0002, Banquet room for
approximately 40 persons on September 26, 1999 from 6:00 p.m.to 10:00
p.m. CLIN 0003, Banquet room for approximately 40 persons on September
27, 1999 from 6:00 p.m. to 10:00 p.m. CLIN 0004, Banquet room for
approximately 40 persons on October 7, 1999 from 6:00 p.m. to 10:00
p.m. The offeror shall provide competent wait staff to set-up and serve
formal meals. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Federal Acquisition
Regulation (FAR) subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotations are being requested and a written
solicitation will not be issued. Solicitation 53SBNB960083 is issued as
a request for quotations (RFQ). The solicitation document and
incorporated provisions are those in effect through Federal Acquisition
Circular 97-10. This action is unrestricted. The Standard Industrial
Code (SIC) code is 7011. The small business size standard is $5
Million. The Government will award a purchase order resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered under authority of FAR clause 52.212-2
Evaluation- Commercial Items. Evaluation will include the quality and
location of facilities as well as past performance. The offeror shall
submit a list of 10 similar activities conducted from April 1, 1998
through March 31, 1999 with names and numbers that may be contacted.
Quality, location of facilities and past performance, when combined,
are of greater importance than cost or price. Offerors shall comply
with the provision at FAR 52.212-1, Instructions to Offerors-Commercial
Items and submit a sufficient description of the items being offered in
order to evaluate compliance with the requirements in this
solicitation. The clause at FAR 52.212-4, Contract Terms and Conditions
-- Commercial items, applies to this acquisition. Also the clause at
52.212-5, Contract Terms & Conditions required to implement Statutes or
Executive Orders -- Commercial Items, applies to this acquisition,
including paragraph B, subparagraphs (6) 52.222-26, (7) 52.222-35, (8)
52.222-36, (9) 52.222-37, and paragraph C, subparagraphs (1) 52.222-41
and (2) 52.222-42. Wage Determination Number 94-2103, Revision 17,
dated July 9, 1998 is applicable to performance in the District of
Columbia, Maryland and Virginia and is available upon request.
