DESIGN & BUILD CONTRACT, INCLEMENT WEATHER WEAPON TRAINING FACILITY,
FORT DRUM, NEW YORK. Request For Proposal DACA51-99-R0018. This is an
unrestricted procurement. The SIC code is 1541. Estimated construction
value is between $1,000,000.00 and $5,000,000.00. Completion date is
approximately 540 calendar days from issuance of Notice to Proceed.
Plans and Specifications will be available on or about 18 May 1999.
Proposals are due on or about 5:00pm, 29 June 1999. The NON-REFUNDABLE
cost of the Plans and Specifications package is $50.00. Make check or

requesting the Plans and Specifications package must do so in writing,
stating the solicitation number or project name, complete company name

4895 Nininger Street, Fort Drum, New York 13602. SCOPE OF WORK:
Consists of the engineering, design and construction of an inclement
weather weapon training facility at Ft Drum, New York. Major components
of the project are a 19,000 SF indoor firing range with 14 firing
lanes, admin offices, classrooms, weapon cleaning room, weapon storage
area, lounge area and latrines. The supporting facilities include but
not limited to utilities, exterior lighting, fire protection, paving,
curbs, drainage and parking. CONTRACT DESCRIPTION AND ADMINISTRATION:
The design-build process is the procurement of a facility utilizing a
Request of Proposal (RFP) to solicit both the design and construction
of the facility by a single contractual instrument. The offeror must
submit a proposal conforming to the provisions of this solicitation.
Upon acceptance of this offer, the offeror is responsible for both the
design and construction consistent with the requirements of this
solicitation and the accepted proposal. This solicitation is not a
"competitive bid" and there will not be a formal public opening.
ACQUISITION STRATEGY: The New York District anticipates a single award
of this contract resulting from a Single Phase Selection Procedure
based on the lowest priced technically acceptable proposal. The number
and identities of offerors are not revealed to anyone not involved in
the evaluation and award process or to other offerors. The Government,
at the Government's discretion, may award a contract on the basis of
initial offers received, without discussions. Therefore, the initial
proposal should contain the Offeror's best terms from a technical and
price standpoint. Any resultant contract will be based on the RFP
documents, including amendments, and Offeror's technical and price
proposal. After award, any proposed changes to the Offeror's Technical
and Price Proposal must be approved by the Contracting Officer.
EVALUATION PROCESS: The proposals will be evaluated on the basis of the
technical qualifications and price. The evaluation process essentially
consists of four parts: proposal compliance review, technical/quality
evaluation, final proposal revision (if necessary), and price
evaluation. To be considered acceptable, Offerors shall specifically
address each of the evaluation factors set forth within the
solicitation. Sufficient detail should be provided citing specific data
as may be required, such that the proposal may be adequately evaluated.
The proposal must clearly show that the Offeror has an understanding of
the work required and has the capability to accomplish the project in
accordance with the project schedule. PARTIAL LISTING OF EVALUATION
