The Naval Air Systems Command intends to enter into negotiations with Sikorsky Aircraft Corporation, a division of United Technologies, for the procurement of follow-on installations of the Communication Navigation Survivability Upgrade (CNSU), Service Life Extension Program (SLEP), and Global Positioning System (GPS) retrofit kits for the VH-3D helicopter. Sikorsky Aircraft is the manufacturer of the VH-3D aircraft and the designer, developer and manufacturer of the CNSU/SLEP/GPS upgrade kits. Sikorsky Aircraft is the only known firm who possesses the requisite knowledge, expertise and technical data to perform this effort.
