to requirement synopsized March 4, 1999 for Parachute, Reserve
Personnel (Modified Improved Reserve Parachute System (MIRPS)). NSN:
1670-01-420-4256, P/N: 11-1-4012-1. The Government anticipates an award
of a one year Indefinite Delivery/Indefinite Quantity type contract,
minimum quantity 6000 each. This is a 50 percent small business
set-aside, restricted to the approved sources on QPL 6645. Sources on
QPL 6645 will need to re-qualify unless evidence of successful
production and acceptance of the T-10-R, P/N 62C 4317-10, parachute,
within the last two years, is documented. In order to receive the
Technical Data MIRPS QPL QUALIFICATION: Contractors seeking
qualification to Part Number (P/N) 11-1- Package (TDP) contractors must
submit a signed Non-Disclosure Statement.4012-1 shall submit one
complete parachute assembly (Qualification Sample) manufactured to the
TDP. A letter of intent to submit a Qualification Sample must be
provided to the Contracting Officer no later than 14 May 1999.
Thesample shall be sent to: Natick Soldier Center, AMSSB-RAD-D (N),
ATTN: John Riley, Natick, MA 01760-5017, TEL (508) 2334258, no later
than 25 June 1999. A letter of transmittal of the sample must be sent
to the Contracting Officer, AMSSB-ACN-M, ATTN: Margaret McIntosh,
Natick, MA 01760-5011. The Qualification requirements stated in this
document for P/N 11-1-4012-1 are for a period of 3 May 1999 to 25 June
1999 and take precedence over other specific qualification
requirements as specified in MILP6645. The sample shall be inspected to
the criteria specified in paragraphs 4.5 sub paragraphs (a), (b) and
(c) of MIL-P-6645. Any rejection of a component assembly of the sample
shall be cause for rejection of the sample. The following provide the
qualification requirements: a. The letter of intent to submit a
qualification sample must include the following: the letter must be on
letterhead with company's name and address along with a point of
contact. There must be the complete addresses of all plant
facilitiesused in the cutting, sewing and final assembly of the sample.
b. A test report in accordance with MIL-STD-831 for the sample must be
included along with a certificate stating the sample was manufactured
within the previous 90 day period. The test report must itemize the
various assembly operations conducted at each plant if more than one
plant was involved in the manufacture of the sample. c. P/N 11-1-4012-1
shall be manufactured to the TDP, which includes MIL-P-6645 and its
subsidiary documents. There is no age requirements for materials used
to manufacture the sample. OD, OG and CG 483 colors may be
interchanged. However, certificates of compliance for the materials
used in the construction of the sample are required. d. The Contracting
Officer, Margaret McIntosh, will notify the contractor results of the
inspection. After the notification (provided the sample passes), the
contractor shall submit to a mandatory plant inspection. If the sample
fails, the contractor shall be notified of the failure and the reason
for the failure. PLANT INSPECTION, The plant inspection consists of
the following: a. A review of the management structure to ascertain if
there is technical and administrative expertise to produce life
support parachute items for the Army. b. The plant shall be inspected
for: manufacturing facilities in general, stockroom facilities, sewing
repair facilities (including a maintenance repair person), in house
materials laboratory and outside certified laboratories, shipping
facilities (preservation and packaging), QC provisions used, training
of production workers and a review of work stations and procedures.
Additional plant inspection and acceptance criteria may be presented to
the contractor at the time of the plant inspection. Previous plant
inspections conducted by other agencies, including the Army, or ISO
standards shall not be acceptable or used in the plant inspection
review process. This plant inspection may serve to eliminate future
plant inspections for other QPL certifications. c. The Contracting
Officer shall notify the contractor their eligibility to submit a
proposal on Part Number 11-1-4012-1. All qualifications, including
plant inspection, must be completed no later than 30 Jul 1999. The
contractor will be notified by Air Force 82 listing to QPL 6645. Posted
