issue a Request for Quotation (RFQ) for the upgrading of JSC's Thermal
Infrared Imaging (IR) Radiometer and Thermal Image Analysis Workstation
system, commonly known as an IR Camera. JSC's IR Camera toolkit will be
used to research and develop operational thermal IR imaging techniques
for supporting human spaceflight and exploration and various
terrestrial applications. The IR Camera project will provide the
engineering prototype for internal and external IR cameras to provide
real-time thermal IR imaging, quantitative temperature measurements,
"night vision," viewing thought fire/smoke filled module capability,
and remote leak location capability. The sytem will also be used to
prototype the ISS Crew Return Vehicle (CRV) external imaging during the
X-38 free-flight testing. The IR Camera system must meet the following
technical performance specifications: DETECTOR: 320x240 uncooled
microbolometer focal plane array; 8 to 12 um spectral sensitivity; NETD
@ 30 deg C<0.07 deg C; internal temperature stabilization; internal
reference calibration. SIGNAL PROCESSING: 14-bits, 16,384 levels, 84dB
digitizing resolution; -40 deg C (-40 deg F) to 1,500 deg C (2,732 deg
F) temperature measurement range; +/- 2% or 2 deg C temperature
measurement accuracy; correct for distance and atmospheric temperature
and relative humidity atmospheric correction capability; correct for
user input target emissivity; background temperature correction; user
selectable up to 32 images for real-time integration; image freeze mode
display. TEMP. MEASUREMENT: Moveable spot (on-screen cursor), area
(min, max, and average temp), isotherm, profile, reverse polarity, auto
center temperature, auto temperature span and delta measurement.
OPTICAL: 26 deg horizontal x 19.5 deg vertical field of view (FOV)
standard 25 deg lens; 1.4 mRad instantaneous FOV standard 25 lens; 20
inches to infinity focus range; 2:1 and 4:1 ratios image zoom;
wide-angle (12.5 deg) and telescopic 50 deg optional lens; minimum
capability of four user installable filters. USER INTERFACE: Color
eye-piece and sunlight readable hi-intensity 3-inch LCD display;
back-lighted keyboard; black & white or color (minimum 256 levels with
8 user selectable palettes) image. DIGITAL DATA STORAGE: User
selectable 8 or 14-bit TIFF file format; industry standard type II
PCMCIA card; minimum 40 mb storage media; encoded with each digital and
video image frame including time and date image parameters; full color
8-bit images shall be directly importable to industry standard word
processing programs such as Microsoft Word without the use of third
party image file format conversion programs (full OLE-2 compliant).
Temperature span and spot, time and date shall be readable from
industry standard word processing programs such as Microsoft Word
without the use of third party image conversion programs. ANALOG DATA
OUTPUT: RS-170, NTSC, S-Video formats. ANALOG DATA INPUT: RS-170
playback video format. REMOTE CONTROL: Serial RS-232 compatible command
link; full remote lens focus capability. POWER LINE AND BATTERY
OPERATION: Operate on 6 VDC drawing < 15W system power; 93 to 250
VAC, 47-63 Hz line power; industry standard (Sony type) camcorder
batteries. DIMENSIONS: Size less than 9 inch long x 5 inch wide x 4
inch high. WEIGHT: Total less than 7 pounds with LCD display, battery,
and 25 deg lens. MECHANICAL: Metal case (aluminum preferred[no
beryllium]) IP54 IEC 359 enclosure; 70g IEC 68-2-6 shock resistance;
-40 deg C to 70 deg C IEC 359 storage temperature; -20 deg C to 50 deg
C IEC 359 operating temperature. IMAGE ANALYSIS: IBM PC computer card
compatibility. Thermal image analysis capabilities: multiple image
gallery with sorting; fully scaleable thermal images; fully scaleable
visual images; 8 user selectable color palette; black & white or color
(256) display; image magnify capability; temperature differencing over
time; sequential image analysis capability; provide capability for up
to 255: user defined spots with individual emissivity/background
temperature, user defined areas with min, max and average temperature,
text labels with arrows; report generation capability include: auto
transfer of IR and visual image data (including text) to report
page(s), compatible with all Microsoft Windows compatible printers.
Analog data input: minimum 3 analog video (RS-170/NSTC compatible)
input ports. Data compatibility: fully backward compatible with thermal
IR imagery (video and digital format) produced by Inframetrics Model
600 and Model 760 thermal imaging radiometers. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/JSC intends to purchase the items from Inframetrics, Inc., of N.
Billerica, Massachusetts. Inframetrics, Inc. is the only known source
who can provide a complete Thermal Infrared Imaging Radiometer
(ThermaCam Ultra) and Thermal Image Analysis Workstation (ThermaGram)
system which is fully backward compatible with the 14+ year database of
IR imagery from Johnson Space Center, Kennedy Space Center, and
Marshall Space Flight Center. System is compatible with existing Space
Shuttle and Space Station video hardware -- Canon XL1 Camcorder Power
Interface (CCPI). The Government intends to acquire a commercial item

Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
