NDI Sub-scale Plastic Practice Bomb There is a significant
environmental and disposal problem associated with the clean up of
currently used sub-scale metal practice bombs at highly utilized Air
Force Base training ranges. The clean up of these metal practice bombs
pose significant problems relating to the requirement for EOD
personnel to be continually present during clean up (very costly method
to determine whether an individual munition is safe/non safe) along
with the subsequent requirement to grind the individual munitions into
pieces of metal no larger than 4 inches in length prior to disposal
(very costly and accumulates debris). To remedy such
disposal/demilitarization requirements associated with the current
metal sub-scale practice bombs and to significantly reduce the quantity
of debris on the training ranges, the USAF intends to rapidly test,
qualify, and ultimately procure a sub-scale practice bomb made of
plastic which is intended to be used as an operationally equivalent but
environmentally preferred replacement to the current BDU-33 practice
bomb. In order to reduce debris and to minimize logistics and storage
requirements, the USAF is seeking a practice bomb which is a
non-developmental item "NDI', operationally proven, that has been
developed and produced to minimize the weight and size of the practice
bomb while being able to simulate the various Mk 80 series bomb
configurations and weapon delivery techniques, including retarded tail.
The practice bomb shall be manufactured from plastic moulding and shall
incorporate a smoke and flash unit which shall produce white smoke and
flash on impact, including when impacting water even if the body is
broken on impact. The smoke and flash cartridge shall be externally
visible and easily identified as safe by non EOD personnel during range
clean up. The bombs shall be packaged in approved conventional
ammunition packaging and incorporate a Safety firing pin and Air Safety
Spigot interface. Safety pins shall be easily removed once the bomb is
fittedto the aircraft, using no tools. No solid debris shall be
ejected from the practice bomb if the bomb should inadvertently fire
thereby ensuring aircraft safety during flight carriage and after
