Materiel Command Acquisition Center -- Natick Contracting Division, and
the U.S. Army Soldier and Biological Chemical Command, Natick, MA --
intend to negotiate a sole source contract with Foster Miller, Inc.,
Waltham, MA for the design and development of ten pound, 200-250 watt,
vapor cycle Microclimate Cooling Units for the U.S. Army's Air Warrior
Engineering, Manufacturing, Development (EMD) program. Foster Miller is
the only known source to have successfully designed, developed, and
fabricated active, liquid circulating, individual, 250 watt,
microclimate cooling systems and to have integrated and installed them
on military aircraft. Foster Miller has demonstrated the ability to
design and develop lightweight, compact, portable, efficient, vapor
cycle coolers in previous applications, such as the Self-Contained
Toxic Environment Protective Ensemble (STEPO) program, Individual
Microclimate Cooling System (IMCS) program, and the Advanced
Lightweight Microclimate Cooling System (ALMCS). Foster Miller has also
developed the Aircrew Personal Environmental Control System (APECS) for
the U.S. Air Force, a fully integrated microclimate cooling system for
F-15 and F-16 aircraft. The Air Warrior program intends to directly
leverage the system design and development of these past Government
funded programs. The knowledge, experience, and expertise gained by
Foster Miller during the development of these systems, as well as their
advanced compressor and heat exchanger design, will be critical for
meeting the technical and schedule requirements of the Air Warrior EMD
schedule. The Government intends to award a 2-3 year development
contract, culminating in the fabrication of 20-100 Microclimate Cooling
Units for the Air Warrior Operational Test in FY01. Point of contact
