E-MAIL: Dennis D. Pehotsky, Dennis.D.Pehotsky@grc.nasa.gov. NASA/GRC plans to issue a Request for Quotation (RFQ) for PTC Data Management Software Consulting and Implementation Services. The 7700/Engineering Design and Analysis Division (EDAD) at the NASA Glenn Research Center (GRC) uses Parametric Technology Corporation's (PTC) Pro/PDM software for the management and storage of all drawings and other engineering data. Expert consulting is required to address several critical outstanding issues concerning the EDAD configuration of Pro/PDM. Consulting, as referred to in this statement of work, consists of network evaluation, user interface configuration, batch plotting, evaluating the current EDAD Pro/PDM configuration, and instruction on GRC-specific usage of the software. The Pro/PDM consultant must be PTC certified to provide these consulting services and must have previous consulting experience with the Pro/PDM software. Additionally, the consultant must have experience in the methods of Pro/PDM data cleanup for migration purposes. The consultant must have access to PTC source code, its source code developers, and intimate knowledge of pending code changes, to ensure that any GRC enhancements, customizations, and standard practices do not prohibit or negatively impact the implementation of future PTC software releases. While Pro/PDM will continue to be supported, PTC is replacing Pro/PDM with their Pro/INTRALINK data management software. EDAD already owns the Pro/INTRALINK software, but has not implemented it. If EDAD chooses to transition from Pro/PDM to Pro/INTRALINK, expert implementation services are required to make the transition as smoothly as possible. Implementation, as referred to in this statement of work, consists of data migration, installation planning, and configuration of the software. The Pro/INTRALINK implementation specialist must be PTC certified to provide these implementation services and must have previous experience providing implementation services for the Pro/INTRALINK software. The consultant must have access to PTC source code, its source code developers, and intimate knowledge of pending code changes, to ensure that any GRC enhancements, customizations, and standard practices do not prohibit or negatively impact. Task Breakdown The following tasks are mandatory: 7 Shall evaluate network and suggest configuration changes to increase the network speed of Pro/PDM and Pro/INTRALINK. Shall document these findings. 7 Shall evaluate and make suggestions for improvement of the GRC Pro/PDM customizations. Shall document these findings. 7 Shall customize Pro/PDM. 7 Shall assist in the planning and creation of a custom Pro/PDM training video. 7 Shall provide on-site mentoring on the usage of Pro/PDM 7 Shall present on-site Pro/PDM workshops that address issues that are raised/observed during the mentoring phase. At the Government's option, the following tasks may become mandatory: 7 Shall install and configure the database conversion software, establish data cleanup practices, train key GRC users in the methods of data cleanup, and convert the Pro/PDM databases to Pro/INTRALINK. 7 Shall evaluate GRC core engineering processes with respect to making effective use of Pro/INTRALINK capability. Shall document these findings. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from PARAMETRIC TECHNOLOGY CORP.. Due to the fact that PTC source code is proprietary to PTC, only PTC has access to the code and can develop the software. Therefore, only PTC has intimate knowledge of upcoming plans and changes to the code, since only PTC can make these changes. Further, the Pro/PDM consultant must also document what they did and instruct GRC users on the configurations and enhancements made. In order to ensure accuracy and consistency, the documentation and instruction must be done by the same individual doing the consulting. In order to best implement Parametric Technology Corporation's (PTC) Pro/INTRALINK software at NASA Glenn Research Center (GRC), the Pro/INTRALINK implementation consultant must have access to PTC source code, its source code developers, and intimate knowledge of pending PTC code changes and directions. This will help ensure that any GRC enhancements, customizations, and standard practices do not prohibit or negatively impact the implementation of future PTC software releases. Due to the fact that PTC source code is proprietary to PTC, only PTC has access to the code and can develop the software. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have TEN (10)days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the TEN (10) days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
