Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) has a requirement for a contractor to
provide services for Analysis and Design Procedures for Structures with
Passive and Semi-Active Control Devices. The Contractor shall 1)
Perform a literature review on available seismic design procedures for
structures with passive energy dissipation devices, 2) Develop
analytical models for linear and nonlinear structures as well as
available passive energy dissipation devices, 3) Use the developed
models to investigate the adequacy of the current linear and nonlinear
procedures for design of structures with passive energy dissipation
devices, 4) Examine the influence of the different energy dissipation
devices on the seismic performance of structures, 5) Develop improved
linear and nonlinear procedures for design of seismic structures with
passive energy dissipation devices, and 6) Compare developed procedures
with available ones. The period of performance is for 12 months with
two additional one year periods. Tasks during the optional periods are
similar to those above only for semi-active control devices. F. O. B.

past performance, technical merit and schedule compliance. Minimum
qualifications for key personnel shall include: 1) Earned Ph. D in a
field directly related to structural controls; 2) 2 -- 5 years of
related research experience, and 3) U.S. Citizenship or Permanent
Resident status. Key personnel are expected to perform all work at the
NIST Gaithersburg, Md. Site. Interested parties may submit a proposal
