The Government is currently conducting market research activities associated with the acquisition of an EMC. THE GOVERNMENT WILL NOT PAY FOR THE INFORMATION SUBMITTED IN RESPONSE TO THIS REQUEST. The Government intends to conduct a competitive acquisition to procure an EMC, consisting of commercial off-the-shelf (COTS) products and services, for implementation Air Force wide. These products and services are to address, at a minimum, EMC software solutions and licensing, planning activities, architecture and design, installation, support and training required to integrate their solution into the existing information technologies (IT) environments across the USAF. This capability must also provide extensibility to accommodate the rest of the DOD community. The functional requirements have been defined at a top level to insure that EMC consists of network, system and application management as follows: Network: Fault Isolation, Performance Analysis/Capacity Planning, Configuration Management, Information Security; System: Help Desk, Administration Functions, Software Distribution, Asset/Inventory Accountability, Server Management, Performance Management, Configuration Management, Information Security; Application: Performance Analysis, Configuration Management, Software Distribution. The Government's objectives in this acquisition are as follows: to acquire an integrated COTS EMC solution to provide network, systems and application management functionality across the Air Force, minimize total life cycle costs, provide a flexible, scalable, portable, interoperable, and cost effective EMC solution, support fixed and deployed environments, strengthen the security of the enterprise against insider and outsider threats, interface with other previously installed and varied EMC and/or point solutions to ensure interoperability across DOD IT core infrastructure, interface with network control centers withinTier 3, employ a spiral development approach, and provide ease of use and required training allowing for organic and/or contract administrators, trainers and maintainers in both deployed and fixed environments. The Government's intent is to conduct this acquisition in accordance with FAR Part 12, Acquisition of Commercial Products. It is anticipated that the EMC solution will be acquired via a firm fixed price, ID/IQ type contract. To the maximum extent possible, the EMC solution should be based on commercial technology, using COTS products and services. The EMC solution must be able to support fixed environments and deployed environments and must be certified and tested in accordance with DOD certification agency requirements. The potential contractor must employ spiral development methodology to define and satisfy requirements, funding, technology insertion and DOD organization and agency-wide phased implementation strategies.
