United States Air Forces in Europe Contracting Squadron (USAFE CONS) is
performing a cost comparison study to determine the feasibility to
convert telephone switchboard operations at Ramstein Air Base, Sembach
Air Base, and Spangdahlem Air Base (all located in Germany) to a
Contractor operated function. The USAFE CONS will be using modified OMB
Circular A-76 procedures as they apply to procurements outside the
Continental United States. This solicitation will not result in a
contract if Government performance is determined to be more
advantageous. The contractor tasks will include, but are not limited
to, operator assistance, directory assistance, and completion of tracer
actions, customer education, Telephone Control Officer duties, and
language translation services. The sequence of tasks listed does not
imply a rating of importance or frequency of the requirement(s). The
entire contract period, including option periods, would not exceed 60
(sixty) months according to the requirements of the Federal Acquisition
Regulation (FAR) for non-personal service contracts. Start of
contractor performance would be around 01 July 2000, possibly preceded
by a 45-day phase-in period. The USAFE CONS contemplates to issue
written Requests for Proposal (RFP) to all interested potential
offerors in October of 1999. The solicitation period will be
approximately 50 (fifty) calendar days. This notice includes a
Statement of Need (SON), briefly describing the requirement and the
present scenario. It is intended as the Government_s first step in
entering into an open communication with industry for market research
purposes IAW FAR Part 10. Interested sources are encouraged to contact
the Contracting Officer at USAFE CONS/LGCZ, Am Opelkreisel, ROB, Bldg
164, 67663 Kaiserslautern, Germany. Correspondence shall identify, at
a minimum, the source_s name, address, telephone and facsimile number,

on this EPS after the solicitation release date. All responsible
sources may submit a proposal, which shall be considered by the USAFE
