Defense Information Systems Agency (DISA) has prepared a Request For
Information (RFI) to identify sources with innovative and cost
effective solutions to satisfy a need for dedicated fiber-optic based
information transport infrastructure and services to support current
and future requirements in the National Capital Region (NCR). If
implemented, this transport infrastructure will become an integral part
of the overall DISN 2010 NCR MAN. DOD Directive 4640.7 defines the NCR
to include Washington, D.C. and the surrounding six counties. This RFI
is a request for parties that may be able to provide such an
infrastructure to describe their capabilities and provide a
rough-order-of-magnitude (ROM) cost for such an infrastructure and
services. The infrastructure would be acquired on the basis of an
indivisible right to use for an extended period (not less than 20
years). The infrastructure and services must be capable of supporting
the majority of the representative locations identified in the MS Excel
workbook found in the "Information Technology RFP/RFQ/RFI" page located
at http://www.ditco.disa.mil/dcop/Public/ASP/dcop.asp and be capable of
being extended to yet unidentified locations. The service must provide
the fiber-optic cabling and optronics necessary to deliver DS-1
through OC-192 connectivity via the fiber where and when requested
using standard interfaces. The service must provide network status
reporting to, and integrated control where feasible with, a
DISA-specified and operated network management and monitoring facility
(TBD). When implemented, the service MUST be highly reliable (on the
order of magnitude of 99.997% availability or better). RFI responses
will be used by the Government to determine the feasibility of pursuing
this type of contractual arrangement, in order to assure access to
lower cost services than are currently available through existing
contractual mechanisms. Responses will also be used as a basis for
determining whether or not a full and open competitive procurement is
feasible. The Government may acquire this service on an other than full
and open competitive procurement basis if only a single vendor is
capable of meeting the requirements set forth herein for specific
links. Interested parties should structure their input as a separate
ROM cost for each of the notional topologies (identified as Ring
Assignments 1-8), operating at an OC-48 rate. The ROM cost for each
ring should separately identify NRC vs MRC costs. Parties should also
propose how they would separately price dark versus lit fiber. Input
should be provided in electronic format using MS Word 7.0, MS Excel and
graphics that can be imported to MapInfo and/or MS PowerPoint 97.
Responses to this RFI should be submitted at the earliest date, but not
later than 28 May 99, after which input may not be considered. You are
invited to include in your response a white paper to address the
following questions in order as listed: (1) Estimate the nonrecurring
investment costs and/or recurring costs which would be charged to the
Government. (2) Describe the contractual features of your proposed
concept, including effects on other customers. The point of contact for
