D -- IMPLEMENT A DATABASE MANAGEMENT SYSTEM (DBMS) POC Major Keith Preston, Visual Information Support Center (VISC), (615) 355-7102 The National Guard Bureau's Visual Information Support Center (VISC) has a requirement to implement a database management system (DBMS) to input (catalogue), track, store and retrieve video and still photography images as well as audio media. The majority of the video images to be catalogued will include raw video footage of National Guard (NG) personnel performing both their State and Federal missions. These missions include NG response to State emergencies including floods, fires, and tornados. etc. and federal emergencies such as activations or mobilizations and deployments to overseas theaters. The physical storage of this media will be accomplished in a manually operated library environment. The DBMS utilized should be designed for rapid cataloguing of new media capable of identifying footage by time code, with specific equipment, personnel, and events for use in editing current media projects. The DBMS must be compatible with current versions of MS-DOS, Windows 98 and Windows NT computer operating systems. The purpose of this sources sought synopsis is to determine if any commercial off the shelf (COTS) software is available for the purposes outlined above. If COTS software is not available, we will review offers to design custom software for this purpose.
