National Highway Traffic Safety Administration (NHTSA) intends to
negotiate with The Mediation Consortium to assist NHTSA in undertaking
a negotiated rulemaking to develop recommended amendments to the
existing NHTSA regulations governing the certification of vehicles
built in two or more stages. The contractor shall, assist NHTSA empanel
negotiated rulemaking committee, arrange for and conduct the meetings
of committee in accordance with the Federal Advisory Committee Act and
the Negotiated Rulemaking Act. The contractor shall also assist NHTSA
in developing a consensus on a detailed substantive outline of a
proposed rule and policy and provide NHTSA with needed information in
support of the NHTSA's preparation of a notice of proposed rulemaking
on the certification of vehicles manufactured in two or more stages.
Expressions of interest without sufficient detail to permit evaluation
of capability will not be considered. Oral expressions of interest
will not be considered. This notice of intent is not a request for
competitive quotations nor is a Request-for-Quotations solicitation
document currently available. A determination by the Government not to
compete this action based upon responses to this notice is solely for
the purpose of determining whether to conduct a competitive simplified
acquisition. In the absence of responses from interested firms
demonstrating their capability, NHTSA intends to request a quotation
from The Mediation Consortium on a noncompetitive basis for the items
described. Responses must be received by the listed procuring office
within 15 calendar days from the date of publication of this notice.
