synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; a quote is being requested and a written
solicitation will not be issued. Solicitation N61339-98-T-0012 is
issued as a request for quote and incorporates the provisions and
clauses in effect through Federal Acquisition Circular 97-11. The
solicitation shall be awarded on a sole source basis to Meridan
(Northern Telecom). The SIC Code for this solicitation is 3661 with a
size standard of 1000 employees. The following items are required: Clin
0001,Nortel Companion Wireless System, 1 each. Statement of Work --
Part 1 General. 1.1 General Description. It is the declared and
acknowledged intention and meaning to provide and secure hardware,
software, labor, and supervision to install a NorTel Companion wireless
telecommunications system. The installation shall include installation
and testing of related circuit boards, handsets, base stations,
electrical outlets, power supplies, cables, shelving/racks, brackets,
and all miscellaneous equipment, materials and incidental related work,
with one year warranty on parts and labor. The system shall be complete
and ready for use at the Naval Air Warfare Center Training Systems
Division, 12350 Research Parkway, Orlando, FL 32826-3224. 1.2 Period of
Performance. The Contractor shall complete the required installation
within 90 days of contract award, followed by a 60-day trial period. If
for any reason the Government declines to accept the equipment, the
contractor shall remove equipment within 30 days of notification. If
the Government declines to accept the equipment, the contractor shall
only be compensated for system installation costs specified in the
contractor's original proposal. 1.3 Itemized Tasking. Provide and
install a companion wireless telecommunications system to provide
service for 16 handsets and covering all of thefollowing areas: The
DeFlorez building, (Building one). The "Annex" building, (Building
two). The Mechanical building, (Building three). The area within 100
feet of all exits in buildings one, two, and three. The roof areas
above buildings one and two. The contractor shall provide the following
items as a minimum, using the most recent hardware and software vintage
or release level available at the time of contract award. This
installation shall include any and all parts necessary to ensure that
the intent of this contract is met, and that the equipment is complete
and ready for use. 1.3.1.1 Provide and install a minimum of one (1)
NorTel AS8502N Meridian Companion Expansion Package (16 x 8). 1.3.1.2
Provide and install a minimum of forty four (44) NorTel NTAE20AA BS 1G
Base Station kits, to include cabling and miscellaneous related parts.
Base Station locations shall be approved by the contracting officer or
their representative before installation is performed. 1.3.1.3 Provide
and install sixteen (16) handset units, including sixteen (16) NTHH24AA
C3050 Holster Clip-on kits and sixteen (16) NTHH23BA C3002 Headsets.
1.3.1.4 Provide and install all NorTel NTAE50AA Omni Outdoor Antennae
required to cover areas listed in paragraph 1.3.1. Antennae locations
shall be approved by the contracting officer or their representative
before installation is performed. 1.3.1.5 Provide and install all
cabling required for this installation, with the following exception:
Service between buildings One, Two, and Three shall be accomplished
using the in-house cable plant furnished by the Government. The
in-house cable plant shall not be utilized to extend connectivity to
the base stations within buildings. All cabling installed within
buildings one, two, and three between the Intermediate Distribution
Closets and the Base Station locations shall be provided by the
contractor. Cable shall be plenum rated, Category 5, Level 7 cable.
1.3.1.6 Provide and install all required AO386334 110V Plug-in
Transformers. 1.3.1.7 Provide and install NT8B81AL93 Companion Manager
and NT5873DA Companion Diagnostics S/W (CDS). 1.3.1.8 Provide and
install any and all miscellaneous cables, wires, connectors,
termination blocks, hardware, software, and labor required to complete
this installation and provide a fully functional wireless
telecommunications system at NAWCTSD. Provide and install all 120 volt
20A duplex receptacles required for the NTAE20AA BS 1G Base Station
kits identified in paragraph 1.3.1.2. Receptacles shall be co-located
with Base Station Kit power supplies and installed as detailed below.
1.3.1.9.1 Detailed Work Description- All wiring shall conform to 1999
National Electrical Code requirements. All 120VAC wiring shall have a
separate neutral for each branch circuit. All OSHA work standards shall
be followed including but not limited to Lockout/Tagout procedures.
Power shall not be de-energized without prior approval of the
Contracting Officer. 1.3.1.9.2 The Contractor shall provide one (1) new
commercial grade 20A duplex receptacle foreach required plug-in
transformer related to the NorTel Companion wireless telecommunications
system. Power shall be obtained from the nearest 120VAC electrical
circuit and shall include current carrying conductor, neutral and
ground. All wiring shall be installed in 1/2" EMT. New circuit shall be
installed via the existing overhead above false ceilings. There shall
be no exposed wiring or conduit without the approval of the Contracting
Officer. Any wall penetration shall be patched to the appropriate fire
rating required by NFPA. New circuit shall be labeled with circuit
number and origin. Provide stainless steel receptacle cover. Label
circuit and panel number on junction box cover using an electronically
produced black letter label on clear tape. Contractor shall make
certain the electrical panel-board schedule identifies new circuit
locations. Test circuits for continuity and correct voltage. (WR
#99-F0024) 1.3.2 The contractor shall evaluate the Option 81C PBX
system configuration resulting from this action to ensure power levels
are in accordance with NEC and Northern Telecom Standards and
Practices. If the resulting system configuration fails to meet NorTel
standards, the contractor shall submit noted deficiencies and proposed
solutions.1.3.3 New system addition will be installed dependently of
existing systems so that work will not interfere with system operation
or function until new work is ready for complete integration. 1.3.4
The warranty period for parts and labor shall be one year. The warranty
shall cover damage caused by transient voltage, lightning. 1.3.4.1
Failures that result in the loss of communications to more than ten
percent of the equipment installed under this contract, or, two or more
handsets not functioning, shall be considered "major" failures. The
contractor shall respond with an on-site visit by a qualified
technician within 2 hours of notification by the Government. The
contractor shall correct major failures within 24 hours of original
notification. Failures that result in the loss of communications to
less than ten percent of the equipment installed under this contract
shall be considered "minor" failures. The contractor shall respond to
a minor failure with an on-site visit by a qualified technician within
24 hours of notification by the Government. The contractor shall
correct minor failures within 72 hours of original notification.
1.3.4.2 The Government reserves the right to perform work on the
equipment installed under this contract when work is accomplished under
the cognizance of a qualified technician. 1.4 Submittals Submit three
copies of the following for approval by the Contracting Officer within
3 calendar days after award.1.4.1 Statements a. Material Safety Data
Sheet (MSDS), b. Statement of Nonuse of Ozone Depleting Substances
(ODS), c. Accident Prevention Plan, d. Work Schedule, and e. Name and
SSN of each on site worker. f. Copy of technician's Nortel
certifications, (see paragraph 3.1). 1.5 Safety Requirements In
performing the contract, the Contractor shall provide for protecting
the lives and health of employees and other persons and for preventing
damage to property, materials, supplies and equipment in accordance
with the latest revision of the U.S. Army Corps of Engineers "Safety
and Health Requirements Manuals" (EM 385-1-1) and "Occupational Safety
and Health Standards" (29 CFR 1910). Prior to commencement of the
work, the Contractor shall meet in conference with representatives of
the Contracting Officer to discuss and develop mutual understandings
relative to the administration of safety. Part 2 Products Use only
Contracting Officer approved parts or materials. Part 3 Execution 3.1
Work shall be performed by an authorized Northern Telecom distributor
to ensure system integrity, access to Northern Telecom parts and
materials, and continuance of Northern Telecom warranty, service, and
technical support. To ensure proper installation and prompt emergency
trouble response during the warranty period, the contractor shall use
only Nortel Companion certified and Nortel Meridian One -- Option 81
Certified technicians to execute this contract. The technicians shall
be permanently located within the geographical area of NAWCTSD. The
geographical area is defined as an area within 50 miles of NAWCTSD,
(12350 Research Parkway, Orlando FL 32826). 3.2 Station Regulations The
Contractor and his employees and subcontractors shall become familiar
with and obey all applicable Federal, State, local and station
regulations, including fire, safety, traffic, and security regulations.
No employee of the Contractor shall be admitted to the work site
without satisfactory proof of U. S. citizenship. The Contractor shall
be required to have all appointments, certifications, or licenses
required for this work. Proof of such certifications or licenses may be
requested by the Contracting Officer. Upon completion of this contract
this installation must meet or exceed all pertinent manufacturer,
Local, County, State, and National requirements. 3.3 Working Hours Work
shallbe accomplished within regular working hours. Regular working
hours shall consist of an 8 hour period established by the Contracting
Officer between 7 a.m. and 6:30 p.m., Monday through Friday, excluding
Government holidays. System down-time, cutover, testing, etc., will be
performed after normal working hours, between 1800 and 0600. If system
(PBX or other), down-time is anticipated, advance arrangements must be
made with the contracting officer. -- End of Statement of Work -- The
following FAR/DFARS provisions and clauses apply to this acquisition:
52.212-1, 52.212-3, 52.212-4, 52.212-5, 252.2121-7001. The following
subparagraphs of FAR 52.212-5(b) apply: (1), (6), (7), (8), (9). The
following subparagraphs of FAR 52.212-5(c) apply: None. The following
clauses of DFARS 52.212-7001(b) and (c) apply:
252.205.7000,252.227-7015, 252.227-7037. A completed copy of the
following must be included with the quote: FAR 52.212-3, DFARS
252.212-7000 and DFARS. The following clauses also apply: DFARS
252.204-7004, "Required Central Contractor Registration," FAR 52.227-19
"Commercial Computer Software -- Restricted Rights" and "Year 2000
Warranty-Commercial Supply Items -- The contractor warrants that each
hardware, software, and firmware product delivered under this contract
and listed below shall be able to accurately process date data
(including, but not limited to, calculating, comparing, and sequencing)
from, into, and between the twentieth and twenty-first centuries,
including leap year calculations, when used in accordance with the
product documentation provided by the contractor, provided that all
listed or unlisted products (e.g. hardware, software, firmware) used in
combination with such listed product properly exchange date data with
it. If the contract requires that specific listed products must perform
as a system in accordance with the foregoing warranty, then that
warranty shall apply to those listed products as a system. The duration
of this warranty and the remedies available to the Government for
breach of this warranty shall be as defined in, and subject to, the
terms and limitations of the contractor's standard commercial warranty
or warranties contained in this contract, provided that
notwithstanding any provision to the contrary in such commercial
warranty or warranties, the remedies available to the Government under
this warranty shall include repair or replacement of any listed
product whose non-compliance is discovered and made known to the
contractor in writing within ninety (90) days after acceptance. Nothing
in this warranty shall be construed to limit any rights or remedies the
Government may otherwise have under this contract with respect to
defects other than Year 2000 performance." The DPAS rating for this
