for Disease Control and Prevention plans to award a noncompetitve
contract to the Council of Chief State School Officers -- State
Collaborative on Assessment and Student Standards. The objectives of
the contract will be to prepare resources that foster meaningful
assessment of student knowledge and skills within a coordinated school
health program. These resources include valid and reliable assessment
items suitable for large-scale and individual classroom use in upper
elementary, middle and high schools. Also includes preparation of
scoring guides, technical assistance and professional development
resources for improving curriculum planning and delivery. The basis of
the sole source determination is the demonstrated capability of this
entity to represent and collaborate with state education agencies and
to recognize the needs, issues and priorities of these entities.
Qualifications include 9 years of experience in the process of
conducting collaborative assessment development projects with state
education agencies and the development of effective assessment
resources. Personnel assigned to the contract project must have
advanced/graduate degree in the area of education and public health.
Education personnel will have advanced/graduate degree in the area of
educational measurement, evaluation, assessment or psychometrics and
have a minimum of 10 years of experience in developing large scale and
performance-based assessment resources. Public health personnel will
have advanced/graduate degree in the area of public health and have a
minimum of ten years experience in health education research and
evaluation. Organizational missions of the contractor are the same as
those of the Government in accomplishing the contract goals and
