General Services Administration (GSA) has a requirement for
professional economic services to assist it in representing the
"consumer interests" of Federal Executive Agencies (FEA) at proceedings
conducted by the Federal Communications Commission (FCC), State Public
Utility Commissions (PUC), and other judicial and administrative
forums. In addition to this, professional economic services are needed
to assist FEAs in matters that require expert knowledge of the
telecommunications industry and in matters that require expert
knowledge of the Federal and State regulation of the telecommunications
industry. This assistance will include, but will not be limited to: (i)
research and analysis of tariff filings, investigations and proceedings
affecting telecommunications rates, (ii) development and presentation
of material to judicial and administrative forums, (iii) evaluation of
proceedings, and (iv) investigation and study of the prices for
telecommunications services. Firms that qualifyas a Small Business
under the size standard for Standard Industrial Code 8732 ($5.0 million
in annual revenue) are encouraged to notify the Contracting Officer by
May 13, 1999 of their interest in this procurement. The notification
should include a detailed description of the firm's capacity to perform
the required work but should not exceed three (3) pages in length. A
draft of the Statement of Work (SOW) has been posted on the GSA
Electronic Posting System's World Wide Web (www) site at
http://www.eps.gov. The SOW can be accessed by clicking on GSA's
"Posted Dates" under the Business Opportunities column. Since a
set-aside determination has not yet been made, we are encouraging all
potential offerors and other interested parties to assist us in
refining our requirements by providing us with any questions or
comments they may have concerning the draft Statement of Work.
