INVITATION FOR BIDS MONTANA DEPARTMENT OF ENVIRONMENTAL QUALITY ALTA MINE LOWER WASTE ROCK DUMP RECLAMATION PROJECT Sealed bids will be received by the State of Montana, Department of Environmental Quality, Mine Waste Cleanup Bureau, until 2:00 p.m. on Thursday, May 27, 1999, for the Alta Mine Lower Waste Rock Dump Reclamation Project, Jefferson County, Montana, DEQ-MWCB Contract No. 490012. The work will consist of, but not be limited to, providing all labor, materials, earthwork, and incidentals necessary to improve existing access roads; construct new access roads; clear and grub the work site; excavate, transport, and dispose of approximately 110,000 cubic yards of waste rock, contaminated soils, and other materials from the waste rock dump into a lined repository to be constructed approximately one mile southeast of the waste rock dump; backfill and seal the existing mine shaft; reconstruct approximately 1000 linear feet of surface water drainage; recontour, place topsoil, and revegetate the excavation areas; and dispose of miscellaneous debris off site. The project engineering firm is Tetra Tech EM, Inc., Power Block Building, Suite 612, 6th & Last Chance Gulch, Helena, MT 59601. Information regarding the general nature of the project should be requested from Dale Herbort, Mine Waste Cleanup Bureau, Department of Environmental Quality, Helena, MT, at (406) 444-1294. A PRE-BID conference will be held for prospective bidders on Wednesday, May 12, 1999. The conference will convene at 1:00 p.m. at the main road intersection by the community of Corbin, Montana and will proceed to Alta Lower Waste Rock Dump site. The conference site can be reached by proceeding 16 miles south of Helena on I-15 to Jefferson City at exit 176, turning south on Main Street to Jefferson Road, then 1.6 miles west to the townsite of Corbin. Bids will be received for one General Contract. Bids shall be submitted on the forms provided with the Contract Document. Contract Documents may be viewed at all Builder's Exchanges and at the Department of Environmental Quality. Documents may be secured at the Department of Environmental Quality, Mine Waste Cleanup Bureau, upon a non-refundable payment of $50.00 for each two volume set of documents. (Volume One, Standard Specifications: $30.00, Volume Two, Bid Package: $20.00. If the bidder already has a copy of Volume One, bidder may order Volume Two only.) Requests should be made for DEQ-MWCB Contract No. 490012. Bids shall be accompanied by bid security meeting the requirements of the State of Montana in the amount of ten percent (10%) of the total bid. Successful bidder will furnish an approved Performance Bond and Labor and Materials Payment Bond each in the amount of 100% of the Contract. Further insurance requirements are set forth in the contract documents. The Contractor shall comply with all fair labor practices and must meet the requirements of State and Federal Statutes. No bidder may withdraw his bid for at least thirty (30) days after the scheduled time for the receipt of bids as noted in the Instructions to Bidders. The Owner reserves the right to accept or reject any or all bids, and to waive any informalities in the Bidding.
