The Air Force Flight Test Center, Edwards AFB CA (AFFTC), intends to award multiple 5 year Indefinite Delivery Indefinite Quantity, Firm-Fixed Price contracts for airborne telemetry transmitters and ground station-based demodulators using the Feher-patented Quadrature Phase Shift Keying (FQPSK-B, Revision A1) method from modulation and demodulation. The tri-service Advanced Range Telemetry (ARTM) program has requirements for FQPSK-B transmitters for use in both aircraft and missile applications, as well as requirements for associated FQPSK-B demodulators for use in ground stations. The transmitters must be small, rugged and flight qualified. Transmitters for aircraft applications must be frequency-agile in 0.5 MHz steps over the entire required frequency range and bit rate-agile from 1 to 20 Mbps. The required aircraft transmitter RF power output is 10 watts minimum. Transmitters for missile applications must be frequency range and bit rate-agile in 500 kHz steps over the entire required frequency range and operated at a fixed bit rate in the range from 1 to 20 Mbps defined at the time of the order. The required missile transmitter RF power output is either 2 or 5 watts minimum, defined at the time of order. All transmitter types must be of a single unit and operate in either 1435.5 to 1534.5 MHz frequency range or the 2200.5 to 2389.5 MHz frequency range, also selected at the time of order. Input voltage will be 28VDC+/-4VDC. The ground station-based demodulator must be of a single unit, either internal or external to the receiver. The demodulator must be bit rate-agile from 1 to 20 Mbps with fast synchronization. The delivery date requirements are anticipated to start in late calendar year 1999. FY02 estimates: 50 Variable Rate Transmitters; 100 Fixed Rate Transmitters; 35 Demodulators. FY03 estimates: 50 Variable Rate Transmitters; 100 Fixed Rate Transmitters; 35 Demodulators. The contracts will also include maintenance/repair and other FQPSK commercial hardware. The tentative date of release for the RFP is 30 April 1999.
