(301)757-6870/Contract Specialist The Naval Air Systems Command is
conducting a full and open competition for the Consolidated Automated
Support System (CASS) Test Program Set (TPS) Offload. The United States
Navy has a requirement to phase out the legacy automated test equipment
(ATE) in order to free up facility space in shipboard maintenance
activities to allow CASS station support for emerging systems to be
provided. The Navy intends to award multiple firm fixed price type
contracts for Phase 1, an analysis phase, to determine the optimum
strategy to perform operational test program set (OTPS) development to
offload the legacy ATE. Subsequently, the Navy intends to award a
single firm fixed price type contract for Phase 2 to perform OTPS
development and production consisting of a base contract year and five
(5) one year options. The budget profile for Phase 1 is as follows: $4
Million (TOTAL) in FY 1999 (NAVAIR anticipates approximately four (4)
Phase 1 contracts). Phase 1 will consist of a trade study analysis and
report. The budget profile for Phase 2 is as follows: $50,076,873 in
FY 00; $8,319,932 in FY 01; $37,691,747 in FY 02; $36,937,612 in FY 03;
$23,526,681 in FY 04; and $10,659,671 in FY 05 ($167,212,516 TOTAL
includes base contract year of FY 2000 and option years FY 2001-2005).
Phase 2 will consist of OTPS non-recurring, recurring, and engineering
and technical services for OTPS development and production. THE REQUEST
FOR PROPOSAL (RFP) WILL BE RELEASED ON OR ABOUT 6 MAY 1999. All
responsible offerors/sources may submit a proposal for Phase 1 by no
later than the proposal due date indicated in the solicitation/RFP.
Prospective offerors are advised that only those contractors who are
selected for Phase 1 will be eligible for Phase 2. Also, prospective
offerors are advised that only those proposals within the identified
budget profile will be considered for award of Phase 1 and Phase 2. The
Navy will only release the solicitation/RFP, including any subsequent
