U.S. Army Materiel Command Acquisition Center, Aberdeen Proving Ground,
MD has a requirement for a Roadway Simulator to support the testing
mission of the U.S. Army Aberdeen Test Center (ATC). The roadway
Simulator shall be a vehicle-in-the-loop simulator used to test the
safety and performance of automobiles, trucks, tractor-trailer
combinations, and other wheeled military vehicles in a laboratory
environment, comprehensive of engineering, test safety, data quality,
and test cost concerns. The simulator shall support the test vehicle
and allow it to fully operate through various driving profiles. The
associated dynamics of the equivalent real-world tests shall be
simulated to allow accurate performance measurements to be made. The
Simulator shall be procured in phases. The initial phase will be
awarded with the contract; each successive phase is considered an
option. The options will be exercised if funding is available and the
contractor has achieved successful performance on the previous phase.
The phases are as follows: Phase 1a Design of simulator for 2-axle
vehicles up to 26,000 pound gross vehicle weight; Phase 1b (option 1)
Manufacture and integrate the fully-functional Phase 1 simulator at
ATC's facility; Phase 2 (option 2) Design, manufacture, and integrate
at ATC's facility increased capability to include trucks with tandem
rear axles and GVW up to 60,000 pounds; Phase 3 (option 3) Design,
manufacture, and integrate at ATC's facility increased capability to
include tractor-trailer combinations and GVW up to 80,000 pounds. A
cost-plus-incentive-fee contract for the base and three options is
contemplated. Deliveries shall be FOB destination APG, MD 21005.
Estimated closing date is 15 July 1999. A draft solicitation will be
posted to the following website on or about 17 May 1999:

approximately two weeks after the draft solicitation has been posted to
