roe.kathleen@epamail.epa.gov. The U.S. EPA National Risk Management
Research Laboratory intends to negotiate on a sole source basis with
Dr. James E. Dunn for the procurement of a research report entitled,
"Real-Time Monitoring of Dioxins: Statistics." Under the scope of work
the contractor shall (1) develop statistical correlation models
between published/available data for concentrations of congeners and
homologues of mono- to tri-chlorinated dibenzodioxin and dibenzofuran
with those of PCDD/F TEQ. Deliver these models to EPA for use on
PC-based SAS, (2) determine the sensitivity of correlation models to,
where data exist, industry type, facility, sampling methods, and
combustion conditions, (3) design a test matrix for use in field
sampling efforts to gather more data related to concentration of
precursors, indicators and PCDD/F TEQ taking into account the
sensitivity analyses determine in Task 2, and (4) submit a written
report detatiling the results of the work, the error sensitivity of the
model(s), and the contractor's determinaitons/conclusions. EPA source
research indicates that Dr. Dunn is uniquely qualified to perform the
services required based on a combination of his specific demonstrated
technical modelling skills and his knowledge of and familiarity with
the subject of this work which is follow-on work to previous,
intrinsically related work he performed for EPA. However, any firm
believing itself capable of meeting the requirements may submit
technical documentation to demonstrate its potential of doing so.
Otherwise, EPA will proceed to negotiate with Dr. Dunn. This
acquisition will be processed under FAR Part 13, Simplified Acquisition
Procedures. The proposed purchase order is for services for which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302. This notice of intent is not a request for
quotations. An RFQ will not be issued. However, all quotations received
within 15 days after the date of this synopsis will be considered by
the Government. A determination notto compete this requirement based
upon responses to this notice is solely within the discretion of the
Government. Information received will generally be for the purpose of
determining whether to conduct a competitive procurement. Posted
