The Volpe Center plans to procure sole source through Simplified Acquisition procedures from Applied Research Associates, Inc., Albuquerque, NM, to develop a new and simplified computer model of the 1997 Ford Crown Victoria and to refine the existing detailed Finite Element (FE) model. The two models will be used to evaluate vehicle performance, occupant safety and fleet compatibility in four categories of impact situations. The contractor will be required to provide qualified personnel, facilities, materials, and services to develop and validate a simplified model for full frontal, frontal offset (driver's side), frontal oblique (driver's side) and side impacts (driver). The existing model may be used as a testbed for the validation cases. Small Business firms classified under SI C Code 8731 that are interested in proposing on this requirement must respond in writing no later than 15 days from the date of this publication that they have a minimum of two years staff experience in using the LS-DYNA (non linear finite element) and MADYMO (articulated body) modeling programs for full vehicle and automobile component crashworthiness applications and direct staff experience in the development and simulation of the existing finite element model of a 1997 Ford Crown Victoria developed under contract to the Volpe Center in 1998. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to com pete this proposed purchase order based upon responses to this notice received will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. Small business firms will be required to submit a maximum of 5 pages, but not less than 3 pages of documentation in support of the above for evaluation prior to receiving a solicitation.
