Furnish all plant, labor, equipment and materials and perform all work
for drydocking the Corporation's tug, Robinson Bay, and for performing
required maintenance and repair work. Dimensions of the tug are as
follows: Length 31.4 m. (103 ft.); Beam 8.2 m. (27 ft.); Depth 4.5 m.
(14.6 ft.); and 213 Gross Tons. The required maintenance and repair
work shall include sandblasting and painting the hull and main deck,
removing the rudder to inspect the steering carrier bearing, pulling
the propellor and tailshaft to inspect cutlass bearing, replacing two
(2) Raytheon fathometer transducers, installing rubber fenders on port
and starboard sides forward, and relocating ballast pump piping in the
engine room. All work shall be completed within three (3) weeks of the
tug entering drydock. Quoter's drydock facility must be within 350
nautical miles of the Corporation (Massena, New York) in order for
their quote to be considered responsive. The tug will be delivered to
drydock in mid July 1999. Cost range between $25,000 and $100,000.
There will be a $50.00 U.S. funds non-refundable fee per set of
specifications and drawings. The solicitation package may be requested
by mail or fax no later than 15 days after Commerce Business Daily
publication. This will be a firm fixed price contract. This contract is
subject to the Service Contract Act and the place of performance is
unknown. Wage determinations have been requested for Ashtabula County,
OH and Erie County, PA. The contracting officer will request wage
determinations for additional localities if asked to do so in writing
by 4:30 PM, 05/28/99. This solicitation is issued in accordance with
the Small Business Competitiveness Demonstration Program. All
responsible sources may submit a quote, which shall be considered by
the Saint Lawrence Seaway Development Corporation. THIS NOTICE IS FOR
INFORMATIONAL PURPOSES FOR MINORITY, WOMEN-OWNED AND DISADVANTAGED
BUSINESS ENTERPRISES: The Department of Transportation (DOT)Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short-Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
