SERVICES. The VISN 19 -- Network Acquisition Service Center is
developing a Consolidated VISN-wide program for Home Oxygen Healthcare
Services to veteran beneficiaries located in the States of Colorado,
Utah, Wyoming, Montana; Sixteen Southeastern Idaho Counties which
include the cities of Pocatello and Idaho Falls; Seven Western Counties
of Kansas bordering Colorado; Seven Western Counties of Nebraska
bordering Eastern Wyoming and Northeastern Colorado; the Counties of
Golden Valley, Billings and Slope in North Dakota, and the counties of
White Pine and Elko in the State of Nevada. Interested concerns may
submit responses addressing the following concerns: Rental, delivery
and services of oxygen equipment, supplies, and oxygen at the site of
the beneficiaries domain. This would include equipment set-ups,
exchanges and/or all equipment repair. This would include a twenty-four
hour, seven days a week scenario including all Government recognized
holidays or otherwise. The responsible provider would supply routine
set-up/re-placement of CPAP and BI-PAP equipment. Interested concerns
are asked to provide information regarding their policies/ programs
related for trade-in's, allowances for Government owned oxygen
equipment. Monitoring visits shall be required within three (3) months
after delivery of all oxygen service systems to veteran beneficiaries
including every three months afterward until terminated by the
prescribing VA health care provider. The visit can be accomplished by
either a Registered Therapist (RTT), Certified Respiratory Therapist
(CRT), Registered Nurse, or qualified LPN. The provider will be
accredited by the Joint Commission on Accreditation of Health Care
Organization and in compliance with all current recognized and required
standards. Accreditation shall be for both clinical services and
equipment services. Compliance is expected with all
regulations/requirements with the Department of Transportation (DOT),
Compressed Gas Association (CGA), National Fire Protection Agency
(NFPA), Federal Drug Administration (FDA), and the Occupational Safety
and Health Administration (OSHA). The provider should have a
background with a minimum of ten (10) years experience directly related
to the business of providing licensed (State or otherwise) Home Oxygen
Healthcare Services to medically prescribed receivers, i.e., patients,
and/or designated medical plan insured beneficiaries. The Government is
interested in a single provider for all services listed as well as the
ability to provide service to the "entire" geographic area described
herewith. Interested concerns are requested to submit a packet briefly
describing the desired information provided in the announcement no
