Community College (BCC) Regional Small Business Development Center
would like to invite you to attend a Contractor Open Forum on
Wednesday, June 16, 1999 at BCC Melbourne Campus Room MM-114, from 1:30
p.m. to 3:30 p.m. Don't miss this opportunity to meet with NASA's
Acting Associate Administrator for Procurement, Mr. Tom Luedtke. The
purpose of the meeting is to have an open discussion between Mr.
Luedtke, industry, and the public. The forum will allow businesses to
express their views and opinions on NASA's procurement policies and
practices. If you can't make it to Florida on June 16th, a second open
fourm will be held at the Ames Research Center in California in
August. There will be a presentation by Mr. Luedtke on NASA policies
used in the award and administration of contracts. In addition to the
above, the following Procurement Initiatives will be discussed: 1.
Consolidated Contracting Initiative: The CCI initiative emphasizes
developing, using, and sharing contracts to meet Agency objectives. 2.
Performance Based Contracting: This initiative is focused on
structuring an acquisition around the purpose of the work to be
performed instead of how the work is to be performed or broad and
imprecise statements of work. 3. Profit/Fee Initiative: This initiative
will assess the effectiveness of the Agency's profit/fee practices as
a means for motivating and rewarding contractor performance. In
addition, it will investigate other, non-traditional ways to motivate
contractor performance. 4. Risk-Based Acquisition Management: This
initiative seeks to integrate the principles of risk management
throughout the acquisition process by purposefully considering the
various aspects of risk when developing the acquisition strategy,
selecting sources, choosing contract type, structuring fee incentives,
and conducting contractor surveillance. Following the presentation Mr.
Luedtke will open the floor for questions and comments. Questions
should NOT be submitted in advance. Position papers are not being
solicited. Note: Admittance will be on a first-come, first-served
basis. Seating capacity at BCC Melbourne Campus Room MM-114 is limited
to approximately 120 persons. No reservations will be accepted.
Directions: If traveling South on I-95 take Exit #73 (Wickham Rd. &
King Center Exit). Turn left on Wickham and go 6 miles. BCC Campus will
be on your left. Turn left at the first traffic light after Post Road.
Building MM is a 3 story grey and cream building on your left. Park in
the last parking lot on the right. If traveling North on I-95 take the
Exit #72 (Eau Gallie Exit) and go east 5 miles. Turn left on Wickham
and go 3 miles. Turn right at the first traffic light after Parkway
