Best Value Construction Services Task Order Contract (TOC). The USPFO for California is soliciting proposals for a multiple award, multiple-year maintenance, repair and construction service contract for the California Air and Army National Guard. Work to be performed at the following National Guard County locations: Santa Barbara, Ventura, Los Angeles, San Bernardino, Orange, Riverside, San Diego, and Imperial. Multiple awards will be made. Task orders will be issued to TOC contractors based on the low competitive price, or a combination of price and other factors (best value judgments) in accordance with FAR 16.505. Task Orders may be issued for a period of one (1) calendar year from date of contract award, with option to extend contracts for four (4) additional years. Task orders shall not exceed a cumulative amount of $20 million for the life of the contract, and an individual task order shall not exceed $3 million. Source selection procedures in accordance with FAR Part 15.3 shall be utilized for the basic TOC. Significant evaluation criteria for the basic contract in descending order of importance are: (1) Project Management Ability with an emphasis on Key Management Staff, Technical Support Staff, Quality Control Plan, and Financial Capability; (2) Subcontracting Support Capability with an emphasis on Subcontract Management Staff, Identification of Key Subcontractors, and Purchasing System/Level of Subcontracting; (3) Past performance; and (4) Price Proposal.
