The U.S. Army Communications Electronics Command (CECOM) anticipates negotiations with Cubic Defense Systems, San Diego, CA for a Firm Fixed Price contract modification to Contract No. F19628-93-C-0166 for the procurement of Authorized Stockage List (ASL) spares for the Ground Data Terminal (GDT). These GDT spare parts are required to support the deployment of the Joint STARS Common Ground Station that is being deployed in 1999 and 2000. This procurement will provide ASL spare parts for the GDT. These ASL spare parts must be fielded with the Joint STARS Common Ground Station to provide a supportable system in accordance with the Army's maintenance concept. Letter Request for Proposal (RFP) to be issued to Cubic Defense Systems per FAR 6.302-1(b), "only One Responsible Source". Cubic Defense Systems, the developer/producer of the Surveillance and Control Data Link (SCDL), is the only company possessing the knowledge and expertise for this acquisition. The Government does not possess technical data completely defining form, fit and function of the items being procured and has no way of evaluating a substitute item.
