Warfare Systems Command (SPAWAR) intends to negotiate a sole source
contract with Harris Corporation P.O. Box 91000, Melbourne, Florida
32902-9100 under N00039-99-R-3215 pursuant to the statutory authority
of Title 10, U.S.C. Section 2304(c)(1), only one responsible source, as
implemented by the FAR 6.302-1(a)(1). Harris is the only responsible
source to supply materials, upgrade terminals, and install the new
AN/WSC-8 (V) 1 terminal. THIS NOTICE OF INTENT IS NOT A REQUEST FOR
COMPETITIVE PROPOSALS. Questions concerning this synopsis shall be
submitted by e-mail to the attention of the contract specialist, Mary
Hallam, at hallamm@spawar.navy.mil. Only questions or comments
submitted via e-mail will be considered. SPAWAR proposes to contract
with Harris Corporation, on a non-competitive basis, for the conversion
of existing Navy owned AN/WSC-8 (V) 3 (formerly known as Challenge
Athena III) Commercial Wide Band Terminals to the current Navy Baseline
AN/WSC-8 (V) 1 terminal developed under N00039-98-D-0112. This contract
will replace individual piece parts in the existing AN/WSC-8 (V) 3
terminals to upgrade these terminals to the current AN/WSC-8 (V) 1 Navy
Baseline. This conversion process will include replacing the existing
Comquest modem CMQ-248A with the Harris MD 1030B modem, which will
allow handover capabilities between antennas and add full modem remote
control. The upgrade will also install receive/transmit handover
switches to allow the capability to perform handover between antennas.
The conversion will also include updating existing antenna control
unit processor and modules, adding a high power amplifier, replacing
the existing Keltec Traveling Wave Tube Amplifier (TWT) with an MCL MX
3000 TWT, installing radome heaters and adding shock isolation for the
below deck hardware rack(s). The statutory authority for other than
full and open competition is 10 USC 2304 (c)(1), Only One Responsible
Source and no Other Supplies or Services will Satisfy Agency
Requirements. However, all responsible sources that can provide
supporting data to demonstrate they can successfully deliver terminals
to the current AN/WSC-8 (V) 1 Navy Baseline from AN/WSC-8 (V) 3
terminals as previously described will receive consideration. Offerors
must demonstrate related technical expertise and/or experience.
Responses should be no longer than five (5) pages. The resultant
contract will be firm-fixed-price, for a base year plus two option
years. All requests for further information must be in writing or via
email, telephone requests for additional information will not be
