The Marine Corps Systems Command (MARCORSYSCOM) has a potential requirement to procure 12,696/each Ruggedized Intra Squad Radios and Carrying Cases during the remaining months of Fiscal Year 1999. It is anticipated that MARCORSYSCOM will budget up to $110.00 for each radio and carrying case combination (this estimated price also includes shipping costs to locations within the Continental United Stated (CONUS)). NO SOLICITATION EXISTS AT THIS TIME. MARCORSYSCOM is conducting market research to seek sources, contract vehicles, technical information, approximate costing and necessary production lead time schedule for the radio described. The Intra Squad Radio will be used within the Marine Corps to allow control of low level tactical units when voice or visual signals are impractical or impossible. The radio should be a low power device, lightweight, easy to operate and easy to learn. The radio should also be durable and capable of continued operations while in use by a Marine in combat conditions. External controls should be kept to a minimum. Such radios as the Kenwood Freetalk or ICOM 4008A can be used as a guide to the form, fit and function of the final product. Specifically, the Intra Squad Radio should meet the following specifications: Voice: The radio would provide non-secure push to talk voice transmission of a quality to allow the identification of the speaker's voice. Range: 1.0 mile threshold in open terrain; 0.5 miles in heavy vegetation; exterior to interior building penetration; vertical building penetration to 10 stories. Power: The radio should provide no more than one-half a watt of output power. Frequency: The radio should transmit and receive on 14 discrete channels in the Military UHF band and provide for 38 CTCSS talk-groups per channel. The Marine Corps will define the 14 channels at a later time. Size: Approximately 4 inches H x 1 inch D x 2 inches W Battery: Should provide for the use of standard commercial batteries Power consumption: The radio should provide for a minimum of 24 hours of operation at a 10/10/80 transmit, receive, idle cycle. Maintenance: None. Break and replace. Features: Channel lock to prevent inadvertent changing of selected channel, audible beep and on/off option, power save to prevent extensive transmissions, auto power off to turn radio off after 2 hours without use, low battery indicator. Headset: The radio should allow for the use of a separately provided headset. DESIRED CAPABILITIES Weight: less than 8 ounces with batteries NBC (nuclear, biological, chemical): Buttons and knobs should be large enough to allow for operations while Marines are dressed in full NBC attire (MOPP IV posture) Training: Infantry Marines should only need This request is for information only. What is the rate of delivery for approximately 12,969 radios and carrying cases? What are the cost drivers for this effort? Is there any cost risk or other risk associated with this effort? Point out unclear/inconsistent requirements. Identify workable and efficient alternatives.
