Communications System (TMCS) Handheld Radio, SINCGARS, Foreign Military
Sales (FMS) This is a market survey for determining the availability of
a Non-Developmental-Item (NDI) TMCS Handheld Radio, a component of the
Tactical Mobile Communications System (TMCS), to be used primarily by
members within a squad for short-range voice and data communications.
The TMCS Handheld Radio must have embedded Type I encryption endorsed
by the U.S. National Security Agency (NSA). It must be a digital radio
utilizing digital modulation techniques and with Digital Signal
Processing (DSP) capability to allow for future upgrades through
software. The TMCS Handheld Radio shall also meet the following
technical characteristics to the maximum extent possible: Range: Up to
3 Km in close country or 10 Km in open country Frequency Range: 1.6
MHz 512 MHz Channel Spacings: 100 Hz, 12.5 KHz and 25 KHz Modulations:
Conform to standard practice Voice: Analog and digital with whisper
capability Data: Analog and digital Data Rates: Adaptive 75, 1200,
2400, 9600, 16K, 19.2K, 32K, 48K, 64K bps and higher Channel Rates: 16
Kbps and higher Data Standards: MIL-STD 2045-47001, 2045-14502-1A,
2045-14502-6A and 188-220A Digital Interfaces: RS232 and RS422
Operating Modes: Net, Point-to-point, and broadcast with simultaneous
voice and data Covert Operation: Voice-activated throat microphone
Presets: 10 minimum with all programmable parameters Scanning: 5
channels minimum with priority scan and priority interrupt Squelch:

MTBF: 5000 hours minimum The TMCS Handheld Radio shall not require R&D
funding. It shall be currently in production or be in the market place
within the next three months, have available test data verifying
functional and environmental performance, have supporting commercial
literature and a published marketing price list of the radio and its
components. Any offeror having an item which meets all or most of the
above technical characteristics and conditions is invited to submit the
following: System description and performance specification, test data
verifying functional and environmental performance, reliability and
maintainability, production lead times and schedule, quantity produced
to date, customers (US or foreign), type and extent of standard
warranty coverage and availability of extended warranty, supporting
commercial literature to include operations technical manual,
repair/service manual, list of required test and maintenance equipment,
and ancillaries items needed to operate, repair and support the
proposed system in world wide tactical military environments,
identification of exceptions or deviations to the above technical
characteristics and other conditions. All responses must be submitted
