greg.blair@fema.gov. This is a combined synopsis/solicitation prepared
in accordance with the format in FAR 12.603 and FAR 13.5, as
supplemented with additional information. This requirement if awarded
after receipt of offers, will be for the acquisition of "smoke
detectors". This combined synopsis/solicitation requires pricing on
three different models of smoke detectors: Line Item 1) 100,000 each,
smoke alarms, ionization, battery operated, with batteries included;
Line Item 2) 100,000 each, smoke alarms, ionization, 10 year lithium
battery operated, with batteries included, Line Item 3) 100,000 each,
smoke alarms, ionization, 10 year lithium battery operated, with hush
button, with batteries included. Offerors should provide quotes broken
down to show single unit costs, varying quantity costs stipulating
cut-off points for quantity price discounts, and a cost for all 100,000
units. All quoted prices should be inclusive of any applicable taxes,
and the shipping costs to the end-users destinations. The units will be
shipped to the following specified locations within ten different
states: Westminster, MD 5,000 ea.; Prince Frederick, MD 5,000 ea.;
Fitzgerald, GA 5000 ea.; Gainesville, GA 5,000 ea.; Colleton, SC 5,000
ea.; Aiken, SC 5,000 ea.; McComb, MS 5,000 ea.; Pontotoc, MS 5,000
ea.; Hopkinsville, KY 5,000 ea.; Bellevue, KY 5,000 ea.; Providence, RI
2,000 ea.; Pawtucket, RI 2,000 ea.; Central Falls, RI 2,000 ea.;
Woonsocket, RI 2,000 ea.; West Warwick, RI 2,000 ea.; Burlington, VT
5,000 ea.; Rutland, VT 5,000 ea.; St. Joseph, LA 5,000 ea.; Monroe, LA
5,000 ea.; Jackson, TN 5,000 ea.; Cookeville, TN 5,000 ea.; Butler, AL
5,000 ea.; Haynes, AL 5,000 ea. Offers will be evaluated against the
following criteria: 1) are proposed units in accordance with the
specified configurations; 2) can offeror meet mandatory delivery date
for all units as supported by past performance; NOTE: Offerors should
provide at least three references with telephone numbers and points of
contact so that the Government can evaluate offeror's past performance
on satisfactorily meeting crucial delivery dates. Delivery of all items
must be completed within thirty days of issuance of order. 3) lowest
overall cost to the Government of units that satisfy the configuration
specifications. This announcement constitutes the only solicitation;
offers are being requested and a written solicitation will not be
issued. The request for quotation number is EME-1999-RQ-0032. The RFQ
and incorporated provisions and clauses are those in effect through FAC
97-11. This procurement is a "Small Business Set-Aside" having an
applicable SIC Code of 3669 with a small business size standard of 500
employees. It is anticipated that if award is made, a firm-fixed price
order will be issued for these detectors. All items are to be bid FOB
destination. The provisions at 52.212-1 Instructions to
Offerors-Commercial, 52.212-2 Evaluation-Commercial Items, 52.212-4
Contract Terms and Conditions-Commercial Items, 52.212-5 Contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, 52.215-1 Instructions to Offerors-Competitive
Acquisitions, and 52.225-3 Buy American Act-Supplies apply to this
solicitation. Offerors are to include a completed copy of the provision
at 52.212-3, Offeror Representations, Certifications-Commercial Items,
and if applicable, a completed copy of the provision at 52.225-1.
Offers for other than the specified units and configurations will not
be accepted under this solicitation. Descriptive manufacturer's
literature must be submitted for the items being offered in order that
the Government can determine that the product being offered meets the
minimum qualifications of this requirement. Failure of an offeror to
furnish descriptive literature with their offer will result in their
offer being considered non-responsive. The due date for receipt of
offers is May 21, 1999, at 3:00 p.m. EST local time. Offers are to be
delivered to: FEMA, National Emergency Training Center, Satellite
Procurement Office, Bldg. E, Room 115, 16825 South Seton Avenue,
Emmitsburg, MD 21727. Offers are to be sealed and clearly marked with
