synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. The Solicitation Number
DTRA02-99-Q-0032 is being issued as a Request for Quotation. This
solicitation incorporates provisions and clauses effective through
Federal Acquisition Circular 97-11. The Standard Industrial Code is
3825 and the business size standard is 500 employees. This requirement
is for a fixed-price contract for the following: CLIN 001: 1GHz
Digitizing Modules (8 channels), with Option C-5, and Option R-5, 2
each; CLIN 002: 250MHz Digitizing Modules (8 channels), with Option
C-5, and Option R-5, 2 each; CLIN 003: VXI Mainframe, 1 each; CLIN 004:
VXI Interface Kits, 1 each; CLIN 005: Five year calibration service for
CLINs 001 thru 004; CLIN 006: Five year warranty for CLINs 001 thru
004; CLIN 007: All units shall come complete with Owner's Service
Manuals containing operating instructions, maintenance information, and
programming references and complete specifications. DESCRIPTION: CLINs
001 -- 004 shall conform to the following minimum salient
characteristics: CLIN 001: Analog Bandwidth = DC-1GHz per channel,
Format: VXI, C-size, no more than double wide, Number of Channels per
Unit: 4 or greater, Sample Rate: Programmable sample rates variable &
selectable from 5 samples/second to 5 Gsamples/second or greater per
channel, Full Scale Ranges: From 10 millivolts to 100 volts per channel
selectable in certain increment sequence, Vertical ADC resolution>=
8 bit per channel, Input Impedance: 50 ohms, 1 Mohm selectable, Input

VXI transfers. These items are for delivery to Allied Signal,

inspection and acceptance at destination. The following FAR provisions,
and clauses apply to this acquisition and are incorporated by
reference: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR
52.212-2, Evaluation-Commercial Items: The specific evaluation factors
are (1) technical capability of the items offered to meet the
Government requirement, (2) price and (3) past performance -- each
offeror shall provide the name and points of contacts of the last three
sales to whom they have provided the same or similar items. FAR
52.212-3, Offeror Representations and Certifications-Commercial Items
-- OFFEROR MUST INCLUDE A COMPLETED COPY OF THIS PROVISION WITH ITS
OFFER; FAR 52.212-4, Contract Terms and Conditions-Commercial Items;
and FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statutes of Executive Order-Commercial Items, and the additional FAR

Additionally, each offer shall include a completed copy of Defense FAR
Supplement (DFARS) provision 252.212-7000 Offeror Representations and
Certifications -- Commercial Items. The following DFAR Clauses apply
DFARS 252.212-7001 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items, Paragraph (b) 252.204-7004, Required Central
Contractor Registration, and 252.225-7001 Buy American Act and Balance
of Payment Program. Contractor shall provide a copy of their
commercial warranty for CLINs 001 thru 004. Contractor shall provide,
with their quote, any descriptive literature, brochures, or adequate
information to determine whether the offered items will meet the terms
and conditions cited above. The offer must: (1) be for the items
described above; (2) be FOB Destination to this agency; (3) include a
delivery schedule and the discount/payment terms; (4) include name of
and be signed by an authorized company representative along with
telephone number, facsimile number;(5) include their taxpayer
identification number (TIN), Cage Code Number, and DUNS number. This is
a DO-A70 rated order. This acquisition will be processed in accordance
with the Simplified Acquisition Procedures. Offers are due on 20 Apr
99, by 2:00 p.m. (local time) at Defense Threat Reduction Agency,
Albuquerque Field Operations Acquisitions (AOA), 1680 Texas Street SE,
Kirtland AFB, NM 87117-5669 (Faxed quotes will be accepted-

this agency. In accordance with DFARS 204.73, Vendors must be
