NASA/GSFC plans to issue a sole source purchase order to the Univeristy of California, Berkeley (UCB) for transition services and training in support of the upcoming merger of the extended mission phase of the FAST satellite flight operations and education outreach with the science operations of the Space Sciences Lab at UCB. Under the guidance of the Principal Investigator, Dr. Charles Carlson, UCB scientists have been performing data analysis since the FAST mission was launched on 8/21/96. Based on this unique knowledge possessed by the UCB scientists, UCB is the only institution that can perform these services in a manner that will combine the educational benefits with the knowledge of the FAST science operations, flight computers, and spacecraft. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
