combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. The announcement constitutes the only solicitation;
proposals/bids are being requested and a written solicitation will not
be issued. This solicitation is being issued as a Request for
Quotation (RFQ) #940721, the provisions and clauses incorporated are
those in effect through Federal Acquisition Circular #97-10. This
solicitation is under the Simplified Acquisition Procedures (SAP) and
is a Small Business-Small Purchase Set-Aside. The Standard Industrial
Classification Code is 3826 and the business size standard is 500
employees. This will be a Firm-Fixed price contract. The requirement is
a CDS-2500 Pyrolysis Autosampler. The CDS-2500 Pyrolysis Autosampler is
the only equipment to meet the government specifications. The
specifications are, the pyrolysis autosampler must interface with a
Hewlett Packard Gas Chromatography, it must be a coil type pyrolysis
unit, it must hold at lease 36 samples and run unattended through those
36 or more samples, it must be temperature programmable at least
between 300 and 1200 degrees Celsius in one degree increment, it must
be computer controlled, it must integrate into the start switch of the
Hewlett Packard Gas Chromatography, it must use direct injection.
Additional equipment required: (1) OPT 008 Pyroprobe 2000 plus computer
interface for operation of the pyroprobe 2000 through a personal
computer (2) CDS 10A1-3015 pack of 40 autosample quartz tubes, (3)
CDS10A1-3016 pack of 20 filler tubes (4) HP6890 remote start option (5)
Installation. The above characteristics are intended to be descriptive,
but not restricted. Unless clearly marked that the vendor is quoting on
an "equal" the offered item shall be considered as the brand name
product referenced in this announcement. If the vendor proposed to
furnish an "equal" product the brand name if any, of the product to be
furnished shall be inserted on the proposal. The evaluation of the
quotations and the determination as to equality of the product shall be
the responsibility of the Government and will be based on information
furnished by the vendor. The purchasing activity is not responsible for
locating or securing any information which is not identified in the
quotation and reasonably available to the purchasing activity. To
ensure sufficient information is available, the vendor must furnish as
a part of his quotation all descriptive material (such as cuts,
illustrations, drawings or other information) necessary for the
purchasing activity to determine whether the product meets the salient
characteristics of the requirement. If the vendor proposed to modify
a product so as to make it conform to the requirement of this
announcement he shall include a clear description of such proposed
modifications and clearly mark any descriptive materials to show
modifications. The government reserves the right to request product
samples which can be tested for compatibility. A Standard Commercial

clauses and provisions are incorporated by reference and apply to this
acquisition: FAR provision 52.212-1 Instructions to
Offerors-Commercial Items (AUG 1998), FAR clause 52.212-4 Contract
Terms and Conditions-Commerce Items (April 1998), FAR clause 52.212-5
Contract Terms and Conditions Required to Implement Statues or
Executive Orders-Commercial Items (January 1999). Each offeror shall
include a completed copy of the FAR provision 52.212-3-Offeror
Representations and Certifications-Commerce Items (February 1999).
Quotations/bids will be evaluated in accordance with FAR provision
52.212-2 Evaluation-Commercial Items (JAN 1999). The evaluation
criteria for this solicitation will consist of technical capability of
the offered items to meet the agency requirement, technical, price and
past performance. The technical capability and past performance when
combined are significantly more important than price. To evaluate past
performance the offerors shall provide names, address, and telephone
numbers of previous customers either, commercial or government having
purchase the same equipment in the past two years. The Government will
award to the responsible offeror whose offer conforming to this
solicitation will be most advantageous to the Government, price and
other factors considered. All bids/quotations shall be submitted to the
address listed on line number seven. All offerors are hereby notified
that if your quotation/bid is not received by the date/time and
location specified, that it will be considered late/non responsive. The
