Wolfe, 304/285-5883 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as Request for Quotation No. RQ99-025. This procurement is being issued unrestricted. The Standard Industrial Classification is 7372 with a size standard of $18M annual receipts. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-08. The National Institute for Occupational Safety and Health in Morgantown, WV has a requirement for: : CLIN (001) one each, a software system to study the vibration generated from power hand tools and CLIN (002) software maintenance for one year. The finite element program will be used for comprehensive simulations of multi-physical systems and biomechanical systems. The minimum requirements to the program are as follows: (1) Must be able to carry out the pre-process, solution and post-process in a user-friendly graphical interface. Must be able to run on a SUN or SGI (UNIX) system and float the license on the network (LAN); (2) Must be able to carry out structural analysis, including static, dynamic, transient, natural frequency, harmonic response, response spectrum, random vibration, buckling and non-linear material properties; (3) Must be able to handle greater than 100,000 DOF; (4) Must be able to model the contact between two 3D bodies; (5) Must be able to do thermal analysis including steady state, transient, phase change and thermal structure; (6) Must be able to model acoustics, fluid dynamics and coupled-fields; (7) Must be able to interact with the ADAMS program from MDI Inc. Offerors shall include in their quotation software maintenance (technical support and software upgrades) for a period of one (1) year after installation of software. EVALUATION FACTORS:Offers will be evaluated on their ability to provide all items which meet or exceed the stated specifications. The Government will evaluate based on F.O.B. Destination (Morgantown, West Virginia) and the requirements at FAR 52.214.21 "Descriptive Literature" apply. Information provided must demonstrate the unit's ability to meet the specifications above or your offer may be rejected. The Government intends to make one award to the responsive, responsible offeror whose proposal is most advantageous to the Government.
