and notice of intent. The Social Security Administration (SSA) is
attempting to identify responsible vendors who can provide and support
software to assist and control all CA-IDMS journal archive-based
activities in the OS/390 environment. The software will be installed at
the SSA National Computer Center in Baltimore, MD on a Hitachi Skyline
(Group 130) computer, as well as the Hitachi GX8824 (Group 110)
computer. PERFORMANCE REQUIREMENTS: At a minimum, the software must
make the task of managing data easier by (1) capturing information for
journal archive datasets and local mode of journal update jobs; (2)
automating journal offload awareness via the IDMSAJNX exit and local
mode journal awareness via REPLLOCL; (3) controlling and automating the
use of files for replications and recoveries of database updates; (4)
integrating with any other tool designed to use journal archive files;
(5) providing an online archive management facility with information
useful in decision-making; (6) automating the process of journal
selection, with simple to use date and time parameters; (7) proving
online access to the information needed to make quick decisions; (8)
eliminating the potential for JCL coding errors; and (9) speeding up
the recovery process. OTHER MANDATORY FEATURES: The software must (1)
be Year 2000 compliant; (2) ensure that application and recovery
procedures have accurate and precise input by allowing the capture of
information and saving journal files to the journal manager VSAM file;
(3) enable users to track all journal archives created by Central
Version offloads and local mode updates while automating the ordering
of these input files; (4) have online screen control to include or
exclude files from input for replication or recovery processing; (5)
work with site routines to allow users to bring consolidated journal
archives under control; and (6) include full process documentation and
technical support for one year. At present, SSA knows of only
oneproduct, Journal Manager Software, owned by Allen Systems Group of
Naples, Florida, that can meet SSA's requirements (with some
customization for the performance requirements). It is therefore SSA's
intent to procure the Journal Manager Software, complete with CPU
licenses for the Hitachi Skyline and GX8824 mainframe platforms, along
with the customization, installation, maintenance, and technical
support thereof. Unless responses to this publication affirm that other
responsible sources exist to meet SSA's requirements, SSA shall place
an order under Simplified Acquisition Procedures with Allen Systems
Group for the software and services. Therefore, any organization
possessing the requisite expertise and resources is invited to submit
information concerning its capabilities, experience, and other
pertinent data (including GSA contract information, if applicable).
Responses must be written (no electronic files, please) and received by
May 10, 1999. Any literature or information submitted as a response to
this notice must contain enough information attesting to the
capability of the product to meet SSA's requirements. Respondents
should indicate whether they are a small business or an
other-than-small business concern. Respondents should refer to
JMS99-JCE. No contract award will be made on the basis of responses
received. However, this information will be used in SSA's assessment of
technically capable sources. THIS IS NOT A REQUEST FOR PROPOSALS.
Requests for copies of a solicitation will not be honored or
