synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation Number N00164-99-Q-0156
is issued as a Request for Quote. Solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-04 and Defense Acquisition Circular 91-13. This
action is reserved for Small Business. The following is a list of the
requirements: Line Item 0001: Quantity-72 gallon, Insulating Oil
Electrical, Exxon Inc. Part No. Coolano135 or equal in accordance with
the following Specifications: Unit package quantity one (1) gallon
can, 6 cans per case. Basic ingredient Silicate-Ester Base, maximum
viscosity at rated temperature 2 30 centistokes at 210 0 degree F and
minimum viscosity at rated temperature 1 90 centistokes at 210 0 degree
F. Flash point minimum temperature 350 0 degree F. The shipping terms
will be f.o.b. destination, Naval Surface Warfare Center, Crane, IN,
with the inspection/acceptance at destination. Delivery 7 days after

The contractor shall extend to the Government the full coverage of any
standard commercial warranty normally offered in a similar commercial
sale, provided the information contained in 52.212-1, Instructions to
Offerors Commercial Items and must include a completed copy of
provisions 52.212-3, Offeror Representations and Certifications
Commercial Items. The offeror must also provide its Commercial and
Government Entity (CAGE) Code, Contractor Establishment Code (DUNS
Number) and Tax Identification Number (TIN). If a change occurs in this
requirement, only those offerors that responded to this announcement
within the required time frame will be provided any changes/amendments
and considered for future discussions and/or award. The written
proposals and the above required information regarding this requirement
must be received at this office on or before May 14, 1999 at 3:00PM,
