issue a Request for Quotation (RFQ) for [A STUDY TO CONDUCT A COMPLETE
ASSESSMENT AND OVERVIEW OF THE TECHNOLOGY DEVELOPED UNDER THE HIGH
SPEED RESEARCH (HSR) PROGRAM PROPULSION SYSTEM ELEMENT, AND COMPILE A
COMPREHENSIVE ANALYSIS AND REPORT ON THE PROGRAM FROM INCEPTION (IN
1986) THROUGH THE CURRENT PROGRAM YEAR. IN ADDITION TO THOROUGH
KNOWLEDGE OF THE HSR BACKGROUND, OBJECTIVES AND GOALS, INCLUDING
PROGRAM HISTORY AND CONTRIBUTIONS, AN UNDERSTANDING OF HSR INDUSTRY
PARTICIPANTS AND TECHNICAL, FINANCIAL AND PROGRAMMATIC ASPECTS MADE BY
THOSE PARTICIPANTS MUST BE SHOWN]. OFFERORS MUST DEMONSTRATE KNOWLEDGE
OF THE FOLLOWING ASPECTS OF THE HSR PROGRAM: 1) KNOWLEDGE AND
UNDERSTANDING OF HSR TEAM MEMBERS (GOVERNMENT, INDUSTRY AND NON-PROFIT
IN SUFFICIENT DETAIL TO CHRONICLE THE CONTRIBUTIONS MADE BY THEM; 2)
KNOWLEDGE OF THE HISTORY, GOALS AND OBJECTIVES OF THE HSR PROGRAM, FROM
INITIAL CURSORY STUDIES IN PY 1986 THROUGH THE CURRENT PROGRAM YEAR; 3)
TECHNICAL KNOWLEDGE OF THE PROGRAM INCLUDING TEAM ACCOMPLISHMENTS MADE
IN HSR PROPULSION SYSTEMS PERFORMANCE CHARACTERISTICS, SUCH AS
PROGRESS TOWARD NOISE AND EMISSION GOALS; GAINS IN FUEL EFFICIENCY;
WEIGHT REDUCTIONS AND PERFORMANCE PROPULSION INTEGRATION WITH
AIRFRAMERS This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/GRC intends to purchase the items
from MODERN TECHNOLOGIES CORPORATION, DAYTON, OH. THE AUTHORITY UNDER
FAR FOR OTHER THAN FULL AND OPEN COMPETITION IS 10 U.S.C. 2304(c)(1),
ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES AND SERVICES WILL
SATISFY AGENCY REQUIREMENTS. ONLY ONE KNOWN SOURCE HAS THE UNIQUE
CAPABILITY, BACKGROUND KNOWLEDGE AND EXPERTISE NECESSARY TO
SUCCESSFULLY COMPLETE THIS ASSESSMENT, HISTORY AND ULTIMATE REPORT. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. Interested firms have [FIFTEEN] days from the
publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the [FIFTEEN] days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to this notice is solely within the discretion of
the Government. Oral communications [are not] acceptable in response
to this notice. All responsible sources may submit an offer which shall
