US Army Communications Electronics Command (CECOM), Night Vision and
Electronic Sensors Directorate (NVESD), Humanitarian Demining Office
proposes a non-competitive acquisition with TRACOR Aerospace Defense
Systems Marconi Aerospace of Austin, Texas, for the purpose of issuing
a modification to Contract DAAB07-97-C-6012 for optimizing the design,
development, improving the effectiveness and testing the Reactive Mine
Clearer (REMIC II) for in-situ neutralization of landmines in demining
operations. This procurement is confined to TRACOR Aerospace because
the contractor provides the only available product that meets
Government requirements, and TRACOR Aerospace is the only known source
of this product. The proposed REMIC II, which is based on the
patent-pending REMIC device, would allow in-situ neutralization of all
types of explosives-filled surface as well as flush buried mines via
deflagration (burning). The contractor shall perform the proposed work
in three phases. In the first phase, the contractor shall direct
efforts towards eliminating undesirable materials components and
developing criteria required to optimize a set of designs to the proven
REMIC concept. In the second phase the contractor shall address issues
critical to producibility, completing designs for the two REMIC II
configuration sizes that jointly can neutralize the entire target
spectrum. The third phase will be an option depending on the
performance of the first and second phases. The contractor shall
deliver twenty (20) REMIC II units from the Phase-I effort and twenty
(20) field-ready REMIC II units of each configuration (total of forty
[40] units) from the Phase-II effort for Government test evaluation. If
exercised, the optional third phase would require delivery of two
hundred (200) units (one hundred [100] each in two configurations) to
the Government for further evaluation and field testing. The
performance of the Phase-I will be completed within 10 months after
acceptance of this contract. Phase-II will be completed within10 months
after finishing the Phase-I. The duration of the optional Phase-III
will be three months. The statutory authority for other than full and
open competition is 10 USC 2304 (c)(1), Only One Responsible Source and
No Other Supplies or Services will Satisfy Agency Requirements.
However, all responsible sources that can provide supporting data to
demonstrate they can successfully develop and fabricate the REMIC II
in-situ mine neutralization device may submit a proposal that shall be
considered by the agency. Responses should be no longer than five (5)
pages. Responses are to be received via email within 45 calendar days
of the date of this notice. All requests for further information must
be in writing or via email, telephone requests for additional
information will not be honored. Forward responses to the following
