Directorate of Special Projects (ESC/ZJ) is requesting information to
gain insight into innovative sensor technologies, concepts, and
techniques that will support the advancement of Airborne Moving Target
Indicator (AMTI) beyond the current state of the art. The long-term
goals of advanced AMTI are to detect, track, and identify all current
and projected air target classes at any point of interest on the earth.
For Example, ESC/ZJ is seeking advanced technologies, which might
deliver a 10-20 dBsm sensor capability improvement; detect, track and
identify all target classes deep in hostile territory; provide advanced
surveillance sensor information to all fire control platforms; and
examine linkages to space-based surveillance capabilities. The intent
of this request for information is to identify selected technologies
for a funded 12-month study in FY00. The FY00 effort would provide
adequate funding to demonstrate the applicability of technologies
and/or techniques, concept development, and support the technology to
a possible demonstration phase in FY01. During the FY00 study, ESC/ZJ
needs to identify areas which assist in expanding the surveillance
battlespace in the mid term with an eventual transition to space in the
far term. Some of the possible supporting technologies include clutter
rejection, space-time adaptive processing, and bistatics. The study
will focus on enabling concepts for existing and future surveillance
capabilities. ESC/ZJ may award a contract to perform the study to
several, one, or none of the respondents. Send white paper submissions
to the address identified in item 7 of this announcement by 19 May 99.
Classified papers are acceptable and encouraged where appropriate, but
must be coordinated with the program security manager, TSgt Patrick
Murray, (781) 377-4582, prior to their submission. Submissions will
include three copies consisting of no more than three pages using a 10
font. All white papers will be evaluated within ESC/ZJ using
Government andGovernment contractor personnel. All proprietary
information will be protected. This is not a request for proposal. The
Government does not intend to award a contract(s) based on submission
of the white papers nor does it intend to pay for any costs incurred
in preparing the white papers. Following submission of its white papers
respondents shall not contact ESC/ZJ. ESC/ZJ will determine if any
further contact with respondents is necessary to gain more information
