(ONR) intends to issue a Request For Proposals (RFP) for continued
development of, and engineering support for, existing software
applications that provide a set of mission planning tools to support
expeditionary warfare. This software includes the Mine Warfare and
Environmental Decision Aids Library (MEDAL), the Joint Countermine
Application (JCA) and the Expeditionary Warfare Decision Support System
(EDSS) with their attendant physical and environmental databases,
analytical tools, models and decision aids. Task areas are: 1) Software
Engineering, 2) Command and Control, Communications and Intelligence
(C3I), 3) Fleet Support, and 4) Program Management. This effort
requires that offerors have a solid technical understanding of: i)
Defense Information Infrastructure Common Operating Environment, ii)
mine countermeasures (MCM) operations, iii) amphibious operations, iv)
combat engineer countermine operations, and v) MCM fleet support
requirements. ONR anticipates the release of the RFP within 60 days of
this announcement. The solicitation will be issued under full and open
competition and a single award is contemplated. The SIC Code for this
effort is 8731 with the small business size standard of 500. It is
mandatory that an offeror have the following: 1) The facilities to
perform work up to the SECRET level; and 2) Have at least three (3)
personnel who possess TOP SECRET Security Clearances. The RFP will only
be released electronically and must be downloaded from the ONR web site
