955-5882 This electronic development and testing effort will include
Theater Missile Defense CINC Cell (TMDCC) Program support to insure
that all CINC Cells are maintained in a high state of readiness to
support real-world contingency operations in their respected theater of
operations, to include Joint operations and electronic support. This
will be done through Common Operational Modeling, Planning and
Simulation Strategy (COMPASS) and Distributed Collaborative Planning
(DCP) support of legacy systems for technical demonstrations, M&S
integration and support, requirements definitions, COMPASS/DCP
operational training, and laboratory testing. Efforts will include
planning and participating in Fleet Battle Experiments (FBEs) and Joint
Theater Air and Missile Defense (JTAMD) exercises to evaluate future
technologies and concepts, through operational experimentation, for
early warfighter feedback, rapid prototyping and detailed concepts
development. Additional electronic and optical development will
demonstrate specific applications such as the early detection of
weapons of mass destruction (WMD) and/or special nuclear material (SNM)
to support force protection, intelligence, anti-terrorism,
counter-proliferation and treaty verification missions. These key
activities are the determination of necessary parameters leading to the
development of a prototype sensor capable of detecting fissile
materials, the development of a brassboard generic imaging system and
the delivery of a user-specific fieldable prototype to be delivered in
FY01. Work may also require support of the evaluation of the
electronic operational performance of TMD/NMD assets at all levels of
integration with detailed independent technical analysis and monitoring
to assist SMDC in their role as NMD proponent and TMD integrator.
Performance requires a Top Secret security clearance. This acquisition
is not open to foreign prime participation. Interested firms should
submit their qualifications to perform this specific effort in writing
to SMDC-CM-CT/Genna Wooten within fifteen days of the publication date
of this notice. Firms responding shall identify whether they are small
business, small disadvantaged business, educational institution, other
nonprofit organization, or large business. The standard industrial
classification (SIC) Code for this procurement is 8731 with a small
business size standard of 1,000 employees. The proposed contract action
is for supplies or services for which the government intends to solicit
and negotiate with only one source under authority of FAR 6.302. The
