Administrative Support Center (WASC) intends to acquire for the
National Marine Fisheries Service contractor services to evaluate
current field sampling and inseason catch estimation procedures used in
North Pacific groundfish fisheries and recommend alternative
approaches. The project is composed of two primary tasks. The purpose
of Task 1 is to design new biological sampling protocols to support
collections of data from multiple species from a single catch. The
purpose of Task 2 is to design statistically based methods of catch
estimation by species (at the vessel and fleet level) for use in quota
management of fisheries. Each task requires that the contractor become
familiar with the current system, develop alternative systems, and
evaluate the advantages and disadvantages associated with the current
and new systems. Completion of both tasks is required of the
contractor. The period of performance is estimated at 22 months. All
responsible sources may request the solicitation package and submit a
