combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation Number
DASW01-99-R-0040; the solicitation is issued as a request for proposals
(RFP). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-11.
The provisions at 52.212-1, Instructions to Offerors -- Commercial;
52.212-2, Evaluation -- Commercial Items; 52.212-3, Offeror
Representations and Certifications -- Commercial Items, and any
subsequent addenda to the provision, shall apply to this acquisition.
The clauses at 52.212-4, Contract Terms and Conditions -- Commercial
Items and 52.212-5, Contract Terms and Conditions Required To Implement
Statutes Or Executive Orders -- Commercial Items, TASK 1 -- DELIVERABLE
DATES: Manuscript Research Strategic Plan and Schedule due 5 days after
initial meeting with CMH personnel. Subject Matter Chapter Outline due
30 days after contract award. Task 2: Research and Writing of the
Final Draft "FY 96 Department of the Army Historical Summary": The
contractor shall use the CMH-approved Subject Matter Chapter Outline
provided in Task 1 as the framework for the manuscript The contractor
will be provided with the primary documentation (staff submissions
written by HQDA action officers) to write the FY 1996 DAHSUM.. At a
minimum, the contractor shall conduct additional research using
official sources such as Soldiers magazine, Reserve Component Programs,
Army Focus, and the Army Posture Statement to supplement the primary
documentation. The contractor shall consult with HQDA action officers,
as necessary, to obtain additional information. The contractor will be
furnished a list of HQDA points-of-contact (POCs) and their telephone
numbers to facilitate gathering additional data. The contractor will
furnish an original clean, proofed manuscript of the historical
summary. The summary shall be composed of a narrative presentation with
appropriate charts and tables. The contractor shall address all issues
contained in the CMH-approved Subject Matter Chapter Outline provided
by the contractor in Task 1. The contractor shall prepare draft copies
of each chapter, including the text and accompanying charts and
tables.. The narrative chapters shall conform to format, style, and
grammar as specified in The Chicago Manual of Style, 12th Edition,
supplemented by the Department of the Army, Center of Military History,
"Style Guide," 1981. The draft, as well as the final manuscript, shall
contain as a minimum the following additional elements: (a) Title
Page, (b) Table of Contents with chapter titles and section
subheadings; (c) Text;(d) Glossary, (e) HQDA Organizational Chart for
Fiscal Year 1996. The contractor shall submit each chapter to the COR
for review and comment as soon as each chapter is completed and in
accordance with the CMH-approved Manuscript Research and Strategic Plan
and Schedule provided by the contractor in Task 1. The contractor shall
submit the draft of the first chapter to the COR no later than 4 weeks
after notice to proceed. Chapters 2, 3, 4, 5, 6 and 7 shall be
delivered between the 10th and 22nd weeks as determined by the
CMH-approved Manuscript Research and Strategic Plan and Schedule
provided by the contractor in Task 1. The contractor shall submit the
last two chapters (that is, the introductory chapter and the concluding
chapter, which are to be written last) to the COR no later than 24
weeks after notice to proceed. The COR shall return these last two
chapters to the contractor within 4 weeks. The contractor shall submit
the entire Draft Manuscript, with corrections, to the contracting
officer no later than 36 weeks after notice to proceed. The COR will
review the Revised Draft and, if necessary, return it to the contractor
for final revisions no later than 40 weeks after notice to proceed. If
final revisions are necessary, the contractor will complete them and
return the Final Revised Draft Manuscript to the COR no later than 41
weeks after notice to proceed. The contractor shall submit the entire
Final Draft, with corrections, to the COR no later than 44 weeks after
notice to proceed. The contractor shall submit each draft manuscript
(i.e., Draft Manuscript, Revised Draft Manuscript and Final Revised
Draft Manuscript) to the COR in hard copy and diskette version (MS Word
Version 97).TASK 2 -- DELIEVERABLE DATES: Chapter 1 (Draft) is due no
later than four (4) weeks after notice to proceed. Chapters 2, 3, 4, 5,
6 and 7 between 10 and 22 weeks after notice to proceed (Refer to Task
1 Deliverable -- Manuscript Research Strategic Plan and Schedule for
exact dates). Introduction and Conclusion (final chapters) due no later
than 24 weeks after notice to proceed. Draft Manuscript is due no later
than 36 weeks after notice to proceed. Revised Draft Manuscript is due
no later than 40 weeks after notice to proceed. Final Revised Draft
Manuscript is due no later than 41 weeks after notice to proceed. Task
3: Staffing the Final Draft For Review and Publication: The contractor
shall prepare the Final Revised Draft Manuscript for HQDA staffing. The
contractor shall contact DAHSUM HQDA POCs for their email addresses and
staff the draft DAHSUM electronically (MS Word Version 97) via the CMH
network. The contractor shall collect responses and comments from HQDA
components. After review of responses and comments, and approval by
CMH, the contractor shall incorporate all approved additions,
deletions, and changes into the Final Draft. The contractor shall
submit the entire DAHSUM Final Draft, with corrections and approved
changes, to the COR no later than 44 weeks after notice to proceed. The
contractor shall submit three (3) copies of the FY 96 DAHSUM Final
Draft to the COR. The COR shall forward the copies to Army Public
Affairs (Office of Security Review)for review by the Office of the
Assistant to the Secretary of Defense (Public Affairs). The contractor
shall incorporate all required security changes within two (2) weeks
of review. The contractor shall submit the Final Draft manuscript in
hard copy and on computer disk (MS Word Version 97) no later than two
(2) working days after receiving security review approval. The Final
Draft shall consist of at least 225 but no more than 250 double-spaced,
type written pages, including charts and tables. The Final Draft shall
be printed one-sided on standard white copier paper, 8 1/2 inches X 11
inches. The type fonts shall be Times New Roman, 10 pitch. The margins
shall be one inch from the top and bottom, and 1 inch on the left and
right sides, with an unjustified right margin. All pages shall be
numbered consecutively, with the exception of the front material, and
the material s hall be numbered consecutively in roman numerals. A
software version of the manuscript shall be submitted on a 3 1/2 inch
computer disk using Microsoft Word Version 97. TASK 3 -- DELIEVERABLE
DATES: The Final Draft is due 44 weeks after notice to proceed. Posted
