Park Service, NER, Philadelphia Support Office is seeking the services
of a Boundary Surveying firm(s) to perform -(1) Exterior Boundary
Surveys (EBS) the Establishment of exterior boundaries, monumentation
and line. (2) Tract (or Parcel) Surveys -- surveys of individual
ownerships, or parts thereof to describe lands. (3) Boundary Line
Maintenance- replenish boundary line blazing, painting and signing;
re-establish and reset disturbed or obliterated NPS monuments. The
government has acquired and is presently acquiring, land or interests
in lands in the Northeast Region, extending through the states of
Maine, New Hampshire, Vermont, Massachusetts, Connecticut, Rhode
Island, New York, New Jersey, Pennsylvania, Maryland, Virginia and West
Virginia. These parcels of land represent acquisitions of entire
ownerships or portions thereof. In cases where descriptions have been
completed, they have been prepared by the National Park Service, from
existing deeds of record, existing surveys or plats of record or
surveys performed for and/or by the National Park Service. Thest
parcels of land are generally found from mountain ranges in rural areas
to cities in urban areas. All survey work is to be completed in a
manner consistent with the natural environment of the land. To the
extent available, copies of deeds, legal descriptions, surveys, maps,
sketches, etc., will be furnished to the contractor by the Government
with each Delivery Order. This is not to take the place of additional
research and field reconnaissance necessary to determine the actual
location of the boundary, which is the responsibility of the
contractor. The Government requires that each offeror have immediately
available to perform under this contract a minimum of two full field
crews for each Bid Area. This will include at least one land surveyor
licensed in each State of the Bid Area. Offerors for the New York/New
Jersey, New Hampshire/Vermont and Virginia/West Virginia Bid areas must
have either a surveyor licensed in both states or separate surveyors
licensed in each state. Each crew is to be equipped with total stations
or combination theodolites/EDM and related equipment. All services will
be provided under an indefinite quantity contract. The solicitation may
result in multiple awards. The total of work per year inclusive of all
contracts awarded will not exceed $2,000,000 (Two Million Dollars) and
each work order will not exceed $250,000 (Two Hundred Fifty Thousand
Dollars). The Contracting Firm is guaranteed a minimum amount of $1,000
(One Thousand Dollars)during the life of the contract. The term of the
contract shall be one year with four one-year options. Work shall be
accomplished by the issuance of delivery orders against the
contract(s). All work will be guided by NPS policies and directives.
The following criteria shall be used in the evaluation of prospective
firms: 1. Professional qualifications of the firms and staff proposed
for the performance of desired services in the specialized areas
described above (35%) 2. Specialized and recent experience and
technical expertise in the specialized areas described above (35%) 3.
Capacity to schedule projects and accomplish more than one project at
a time within the desired time schedule (20%) 4. Familiarity with the
use of Auto Cad Technology and Geographic Information Systems (GIS) and
their applications (10%). Firms that meet the requirements described in
this announcement are invited to submit a Letter of Interest and
completed Standard Forms 254 for the prime and each consultant and a
team Standard Form 255 which sould be received no later than June 2,
