The purpose of this procurement is to revise a computer model that demonstrates the benefit of wildland fuel treatment by reducing adverse impacts from wildfire. The contractor shall develop Fire Effects Tradeoff Model, FETM Version 4.0, and do sensitivity analysis of its performance. The starting point for these tasks will be the current version of the Fire Effects Tradeoff Model, version 3.4 which was written by CH2M Hill using a combination of MS Access, Visual Basic and Fortran (source code available on request). The effort shall include computation of final fire size as function of fire rate of spread; evaluation of algorithms used to compute landscape-scale fire size; adding capability to assess economic effects of fuels treatment; as well as a number of subsidiary functions.
