Medicine (NLM) to negotiate on a sole source basis with the Medical
College of Pennsylvania (MCP) -- Hahnemann University under the
authority of FAR 6.302. The NLM has the need for a contractor (1) to
establish a final Standard Generalized Mark-up Language (SGML) format
for the complex entries in the "Index-Catalogue of the Library of the
Surgeon-General's Office", and (2) to create electronic SGML-tagged
records in that format for all data in the five series of printed
volumes that comprise the indexed catalogue. The MCP-Hahnemann
University has the unique combination of expertise in the areas of
history of medicine, medical bibliography, medical informatics, and
advanced information technology required to ensure the correct
conversion to electronic format of the complex and varied records in
the "Index-Catalogue of the Library of the Surgeon-General's Office."
MCP-Hahnemann University staff also chair the American Association of
the History of Medicine Committee on Electronic Media, providing the
essential expert guidance necessary to successfully perform this
project. MCP-Hahnemann University has previously conducted, with
private funding, a feasibility study and demonstration project which
tested two approaches to converting sample pages from the
Index-Catalogue to electronic format. Through this feasibility study,
MCP-Hahnemann has gained an unique understanding of the work required
and is qualified to undertake this project without further preliminary
analysis or study. NLM has determined that the MCP-Hahnemann
University is the only source capable of providing the necessary
services without unacceptable delays, and at a substantially lower cost
due to prior efforts. This notice of intent is not a request for
competitive proposals, nor is a Requests for Proposals available.
However, all proposals received within forty-five days after the date
of publication of this synopsis will be considered by the National
